As an ap ashe, you'll need to accept the fact that you'll suck. Your numbers are so bad that good matchups doesn't exist. Your main focus is to get full build, you do have some minor powerspikes with lich bane and nashor's tooth but without a full build you'll probably be unable to even 1 v 1 anyone. To win in lane, you're dependant on your opponent's mistakes. You won't be able to do agressive trades since your numbers are so bad. Because of this, farming is your only sustainable income source, so be good at it. So why even play ap Ashe if it's so bad? Well simply because the extra challange is fun and setting up kills in bot lane while in top lane with your ult is exiting. A warning though is that playing ap Ashe tends to trigger people. Don't do it in ranked.

Your advantage in top lane is your range. Most other top laners are melee. This allows for safe farming. It's easier for your opponent to take advantage of your weak stats in mid and bot lane. Ap ashe support doesn't really make sense either since you need alot of gold in order to have any impact on the game.

After lvl 6 you should be looking to use your ult to set up kills (snoip) in other lanes. But sometimes it's better to save ult for your own lane, either to kill the enemy top with the help of your jungler or to secure your safety. When firing the ult to another lane, keep in mind that your ult is slow, you'll have to predict where they will be in about 10 seconds or more, which is hard. Your chance to miss from long ranges is pretty high, so don't get too dissapointed if you miss. Your teammates will be, but they don't know the strugge of an ap Ashe, so don't bother.
