Check out my laning against chapter and you will see that I mentioned how hard a Galio lane is for Viktor :)

@OTG : Thx for your vote! I have to admit that I never really tested those items on Viktor since my build worked out most of the time.
Theory: I think evil tome could be considered if you have big problems in managing your mana pool. For me it's like Augment : Gravity with some nice AP attached to it.
The grail is a pretty new item and i have just used it on Galio so far. I don't see that much uses for Viktor in it, except for the incident that you play vs veigar/leblanc for the MR, since your mana pool is fine and your cooldwons don't nessecarily need a reduction. But maybe I will give those items a try and use them ingame so that I can tell you more :D

I considered your critic and read my guide again, corecting every mistake I found.
The Power Transfer chapter is an interesting idea I will probably add soon.
Like that you added a diversity to the last item and you described each different augument, agree with Death Ray being the best too; because it gives you high damage. You should probably also add a chapter / describe his Power Transfer and its usages (Harassing where you win because it shields you, keep harassing because it allows you to, giving you that extra life to sustain a karthus ulti / ignite).
I like the improvements you made =) I dunno the tricks of the trade on Viktor's skills very well, perhaps you might now something relevant to add to them or not.
I understand some of your lane opponent descriptions and difficulty "settings", although I might not agree with all. Anivia, per example, is played by the top AP carry on EU West for a reason, whereas Fizz just takes some getting used to. His E has a long cooldown and mana cost, and if you start pressuring him early you can zone him to the point he will require a gank. I think gravity field's CD is lower, try popping it into him and see if he uses trickster.
Usually a good tip that fizz will dive is the activation of his grieving wounds skill, which makes the spear shine. If you Q into the minion he is trying to last hit once or twice, you'll start annoying him a lot. An option in case you reach dangerzone (which with fizz would be around half your health) is using the shield skill on a minion to last hit, or distance farming with Q, although this will make him very confident and more prone to turret dive.
Overall, a good guide, like the tone ^^

For the laning part: The tricks I posted resemble the playstyle that worked for me so far. It can ofc be enemy dependant but why would I change a strategy thats already working? :)
e.g I played many Anivia lanes so far and won like 90% of them with ease and the poking I described.
I also played many fizz lanes and won like 65% of them due to my strategy. Your advice that you should watch out for his W is very helpful and I will definetely add it!
As soon as I find myself in failing with my strategy and using another one I will add it here for sure ;)

I believe this guide has a nice feel towards motivating people to play Viktor, but needs more diversity and explanations: items, laning, interactions with team/teamfights. Also, the top guide speaks about each upgrade in-depth and how the gravity upgrade can be a good one, depending on the situation.
Also, the invisible lasor bug is a Pro x) People are like WHERE DAFUQ IS IT COMING FROM?
All in all the guide can go far, just needs a bit more in-depthness to join that upbeat spirit ^^ Perhaps even more laning tips so people stop sucking so much with him
