Introduction

He is an incredibly versatile champion
He can get very bursty if you build him correctly
He is AMAZING for engagements
Very very tanky late game
His ulti is very useful for clearing minion waves
He can teabag the enemies that he crushes with his fists of steel
CONS

He is very very slow so it is hard to dodge skillshots easily
Very low damage early game
Can get zoned very easily
Not much of a mana pool earl on, he can afford 2 pulls at level 2
His Q can be difficult to hit people with at first
For skills, starting with your Rocket Grab is a must simply because you can easily pull someone out from under their turret, pull them under your turret, or pull any coward dumb enough to try and escape you reach.
Once you hit level 2 you need to grab your Power Fist. Once you have both skills you can kill pretty much anyone but the tankiest (or burstiest) champions out there *cough cough* Darius
Your Rocket Grab and Power Fist are essential no matter what phase of the game you are in.
DO NOT WORRY ABOUT YOUR Overdrive UNTIL YOU HAVE REACHED LEVEL 13
Once you hit level 2 you need to grab your Power Fist. Once you have both skills you can kill pretty much anyone but the tankiest (or burstiest) champions out there *cough cough* Darius

Overdrive I find this to be useful only in the later stages of the game
Static Field

Gives you excellent survivability in a pinch
Cooldown is relatively low
Will shield you from a couple turret shots when active
Most champs early game have a difficult time getting through it
Rocket Grab This is probably Blitzcrank's number one skill

It can pull people through walls and trees in the jungle
It does decent damage when it hits
It stuns who/whatever it hits after they land
It is one of the most annoying skills in the game (for the enemy team xD)
Excellent for engaging team fights
Also called the Death Poke if you kill someone with it
Power Fist This is Rocket Grab's favorite companion

Excellent for keeping people at close range
Uses double your total Attack Damage when it hits
Should always be used IMMEDIATELY after your Rocket Grab target lands
Never requires much mana to cast
Overdrive I find this to be useful only in the later stages of the game

Gives Blitzcrank massive Move Speed and Attack Speed boosts
Great for chasing down targets so you can Rocket Grab them
When using the Blitzy's Piltover Customs skin, it makes the greatest car horn noise ever recorded
Static Field

Passive gives Blitzcrank an excellent damage bit of damage to a random target
Active allows Blitzy a great way to clear off large minion hordes
Cooldown is incredibly low
You want to start off buying the Cloth Armor because it will give you that extra bit of survivability and it will allow you to get some extra Health Potions
On your fist back you are going to grab your Ninja Tabi IF you have the gold for it. You should also start building your Zeke's Herald. It'll give you excellent survivability with the added bonuses of extra CDR and a nice team buff. I highly recommend getting the Kindlegem first. With Blitzy early health is a good thing. But if you think that you can handle not having bonus health by all means go for the [color=#ff8000 Vampiric Scepter[/color] first.
When you get a chance to port back you should look into finishing your Zeke's Herald and then starting on your Zephyr. When I start building it I usually grab both Daggers before I get the Pickaxe solely because I like having the bonus Attack Speed they give. Finish the Zephyr as soon as you possibly can.
Once you have finished everything above ^^, you should start building a Warmog's Armor because of the massive health boost that it provides. Once you have finished that, go for a Frozen Heart because it is just so perfect for Blitzy. It gives decent armor, a good bonus to your CDR, and it gives you a nice mana pool boost. For your final item, I would recommend (and always build) a Ravenous Hydra because it gives decent life leech and damage, gives you a nice Health regen boost, AND it has that sweet AoE effect. But if you don't feel like the Hydra is good enough you could always try for a Black Cleaver, a Blade of the Ruined King, or a Maw of Malmortius. Any one of these would work, I have tested them all and I have found that the Hydra is the best option, but it is ultimately up to you.

Make sure your partner knows when you are going to pull someone so they can get into range to do as much damage as possible.
DO NOT PULL THE TANK!!! Always aim for the carry.
If you need to gank, make sure to get up behind them, use your Power Fist and, if necessary, pull them back with your Rocket Grab if they try to get away.
DO NOT CHASE EARLY GAME!!! Blitzy is not a diver due to his lack of mobility.
Once your team starts to get into team fights, make sure YOU engage with Rocket Grab, try to hit one of their squishier champions, a carry or an assassin preferably. If you can't hit a squish because they are hiding behind a tank, try to flank and pull the tank when your team goes to engage. Usually the enemy team is so dumbfounded that they won't be able to do much.
DO NOT ISOLATE YOURSELF!!! I say Blitzy is a tanky bruiser but you should always stick with a carry and provide support for them with Rocket Grab and Power Fist.
The only time you should ever isolate yourself is when you are clearing a minion wave off of a turret with your Static Field.
