Introduction
Usually when I play Teemo it's because I find it hilarious when people die from your mushrooms and I just want to relax with a normal game.
*DON'T FOLLOW THE GUIDE BLINDLY, BUILD ACCORDING TO THE SITUATION***

Pros:
[*] Your blinding dot does massive damage
[*] Your toxic shot does more damage overtime
[*] More damage and lower CDR Mushrooms
[*] If you kite your enemy around you'll do massive damage
[*] Your mushrooms are like free wards
Cons:
[*] You're squishy
[*] Oracles!!
[*] Champs stacked with MR
[*] Your blinding dot does massive damage
[*] Your toxic shot does more damage overtime
[*] More damage and lower CDR Mushrooms
[*] If you kite your enemy around you'll do massive damage
[*] Your mushrooms are like free wards
Cons:

x9 Greater Mark of Insight:
These are pretty much mandatory to me when you play an AP role.
x9 Greater Seal of Force:
You can put whatever you like in Seals depending on your playstyle. I personally like to put Greater Seal of Force because of the AP bonus making your life easier as you deal more damage as you kite. You can also substitute these for Vitality Seals if you want more HP.
x9 Greater Glyph of Force:
Same reasons as above but can be substituted for Magic Resist if you're fighting against champs like Cass, Karthus, Anivia, etc.
x9 Greater Quintessence of Swiftness:
With movement speed bonus, it makes it easier for you to kite enemies around the jungle or river but these can be substituted for Potency Quints.
These are pretty much mandatory to me when you play an AP role.

I don't really know how to add stuff in here yet LOL but I'll try my best to explain until I can add a chart
You can do the basic 21/0/9 AP route if you're taking mid and want more AP. This maximizes your damage output, makes your blue buff longer and increases your kiting abilities with the Switfness.
The other alternative is 9/9/12 if you want a balance of everything.

Flash: This is a must-have spell. It allows you to flash away if you're caught, flash towards enemies to ensure a kill(not recommended) and also flash over walls if you're surrounde 10,000 to 1. I'd take this over Ghost because you already have Move Quick and you should be ungankable by the time you hit level 6 because of your mushrooms.
Ignite: Your toxic shot + this equals a lot of DoT, they won't even know whats coming to them.
The other alternative would be....
Exhaust: I find that this is actually pretty good substitute for Ignite, it depends on what you like more. It helps with chasing those pesky mobile champs. ;)
I'd post other alternatives but in my opinion, those 3 work the best. You're welcome to try others but in the end these 3 will benefit you the most in MY opinion.

Toxic Shot: I personally like maxing this skill first because your auto attacks deal DoT poison and all it takes is a auto attack rather than waiting 6 seconds for the blinding dart.
Blinding Dart: This is the second skill you max out, it does a really big burst of damage your enemy won't even expect it! It scales pretty good with AP and you can use it every 6 seconds(with CDR items)
Move Quick: This is your kiting skill and maxed out last. What I like to do is blind shot, auto attack and then I use this skill to run around the jungle where my mushrooms are properly placed. HEH.
Noxious Trap: This skill is where you'll get mostly get your kills from. Whether from kiting or a poor champion that thinks he escapes ONLY TO STEP ON A MUSHROOM. **Do not stack mushrooms on top of each other, it's better to spread it apart.
Blinding Dart: This is the second skill you max out, it does a really big burst of damage your enemy won't even expect it! It scales pretty good with AP and you can use it every 6 seconds(with CDR items)

Malady: This item stacks well with your Toxic Shot. You lower your enemies MR which means more damage from your skills and also 50% attack speed.
Sorcerer's Shoes:I really like these boots, it gives magic penetration which allows you to deal even more damage to your enemies. But of course Mercury's Treads and Ionian Boots of Lucidity. You can sell this late game for those alternatives after you get your void staff.
Rabadon's Deathcap: This item will increase your AP drastically, you definitely want this in your build eventually.
Morello's Evil Tome: This lowers your CDR which means more shrooms.
Void Staff:This item gives you the magic penetration you need late game when your enemy champs have built some MR in their build which helps a lot.
You have 2 choices for your final item which is...
Shurelya's Reverie: This item gives you a lot of survival ability especially with its passive if you're kiting.
Guardian Angel: This item gives you the MR and armor you need in order to survive heavy burst. You should get this if you have a support that's getting Shurelya's Reverie.
