Spells:
Heal
Clarity
Ability Order
Time in a Bottle (PASSIVE)
Zilean Passive Ability
Introduction
Normally I'd use Heal and Clarity. they give a lot of extra sustain throughout the game to give you more time to kill and farm.
Many people may suggest Ignite or Flash, but these spells are more for agressive play styles where you plan on putting your champ in danger which isn't something i think zilean is good at.

Boots should be the first. that way you have enough speed to keep yourself at a good distance at the beginning. Go aheand and buy a Health Potion or 2 if you think you need it.
On our first return to base lets get Blasting Wand if we can for an early boost to our bombs. If we can't then i'd get or atleast work on philosophers stone for the mana regen and teh extra gold since youll be needing it.
At this point we'd wanna start working on our CDT so we'd upgrade that [Blasting Rod]] to Morello's Evil Tome since this'll also give us soem much needed mana regen. then get Ionian Boots of Lucidity as soon as possible to brinf your cooldowns down to the 60% cap
Next you'll want either Eleisa's Miracle for the tenacity and extra mana regen or Rabadon's Deathcap if you really wanna hurt some champs.
For end game I prefer Rylai's Crystal Scepter over Rod of Ages becuase of the additional flat health and ap it adds along with the slowing effect it's passive gives your bombs and the fact that heal makes rod's passive somewhat redundant.

for the CDT bonus to reach it's full potential you'll want Rewind at atleast level 3. once you've done that youll be able to pull off things like quadruple bombs and infinitley sustained speed boosts/slows.
If you constantly use rewinds you can bring your ult back in under 30 seconds as well allowing for several revives per run.
The only con of this tactic is how mana hungry it is. You could end up returning to base a lot thoughout the match so make sure to use clarity wisely since it's pretty much a second bar of mana.

The play style this build focuses on is all about staying cautious. You're extremely squishy so remember to stay on the sidelines of team fights only stepping in to slow enemies and plant bombs. In in the laning phase either stay behind a tanky champ or near a turret. Never run out into a lane alone unless you're running mid and it's early in the game.
I decided this needed it's own section because of how important it is.
Some simple tips for bomb placement:
1. Be aware of your minions as well as the enemy team's. If one of your melee creeps could end up running toward an enemy champ. if you notice this you can plant a bomb on it early to easily take a chunk off of that enemy champ's health.
2. If you see your tank charging put a bomb on it to give your friend a little extra AOE damage
3. Look for emeies that are bunching up. You can get some decent damage on both of them or get them to spread out effectively separating them
4. People are scared of your bombs. If an enemy champ gets a little too close put a bomb on a minion right in front of him. He'll usually back off if he doesn't think he can make the kill.
