Arcane comet
Even though
Electrocute was best option for Diana since beginning, after nerfs in 8.16 patch Arcane Comet is probably the best rune you can go for, it allows you to poke enemy constantly with your Crescent Strike and Scorch.

Manaflow band
Crescent Strike as much as you can because of mana sustain it grants to you.
Absolute focus
Celerity, Absolute Focus is now 100% the best choice for any Diana build.
Scorch
Scorch over Gathering Storm.
Sudden impact
Lunar Rush and it's better than Cheap Shot after 8.16 changes.

Starting Items
For starting items you can go for
Doran's Ring and two Health Potions. These starting items are really good in sustain matchups and if you are not going for early kill.
Another option is going for
Dark Seal and Refillable Potion, this starting items are really good in some matchups which you want to win early, Diana has a little winning matchups like Zed, Yasuo, etc...
Core Items

Hextech Protobelt-01 allows you to catch enemies, also with it's active grants you bonus damage for your combo. |

|
You want to take Spellbinder because it grants you huge amount of damage and because it's active you will gain some agility. |
|
|
Sorcerer's Shoes is best boots choice for Diana in most of the matchups, of course if you are behind it's better to build Ninja Tabi and Mercury's Treads depending if you facing AD or AP
|
Situational Items

|
Banshee's Veil is good in some ap matchups on mid, like Syndra, LeBlanc, etc... every combo champion with high burst potential.
|
|
|
You want to upgrade your Dark Seal into Mejai's Soulstealer if you are super ahead and want to snowball even harder.
|
|
|
Void staff is necessary when you are facing a lot of tanks or even if you are facing squishies who are buying a lot of magic resist.
