Pretty good guide, the only change I would suggest is swapping the prospectors ring for a philosophers stone. It gives better mana regen and good health regen instead of health. This will allow you to stick around on points and in lane longer, which I find to be really useful. It also gives you the extra gold which can be a real help outpacing your bottom lane opponent (and since you may not be getting as many kills or assists as people at the top).

great guide, been using heim for a while now and he is nigh unkillable with the hourglass garrison 2 turrets and his ult...just brutal...

also been changing it up a bit getting Morello's Evil Tome for CRD, AP and mana regen

Heimer is a boss on Dominion and this build works very well. Promote+Garison+Upgrade+Zhonya's=GG. I've had 3 people dive me and kill them all. Even though my scores aren't always "good", Heimer pushes so hard bot lane that it takes 2-3 people to take you down. If the rest of your team is doing its job, your team will win. Even with a "bad" game, such as my 3/6/3 game a bit ago, they had to send 2-3 constantly to keep me from pushing their tower. We won like 250-0. +1 on the guide from me.

played heimer myself this way, even before seeing this guide and i got a fwew things to say

you get manaproblems if you (like me) play this build aggressivly (depending on enemy champ and your skill with grenade) but with mp5 yellows + medipacks you should be fine.so i dont see a need for chalice, getting rylais + hourglass is far more important

and yes runes per lvl are better in dom

Just one though. 1 point in perseverance is probably not ideal. With a point in promote you already have 4 in the bottom row. Perhaps moving that point to get some extra maximum mana may be better. Since 2% increased mana regen is not much, 2% of 29 is 0.58 extra regen. I find that on dominion I go back to base often enough that having a higher maximum mana is preferable to 1-2 mana regen.

I love heim, dont get me wrong. I used to main him in SR but when it comes to dominion you better be very confident in your teammates, or only play him with premades, because of him being so slow and low escapability with this build(due to speed shrines and quicker champs), you have to be very dependant on your designated capture, and for someone to visit you bot once in awhile to maybe neutralize, because he is very vulnerable if far from turret, and even at turret he cna be eaten up prtty quickly. IMO hes only good in premade games.

Ghost can also be used to kite around the turret when people dive you.. usefull when melee AD's attack you. I still think Garrison and Promote are the best though..

Yeah it has the same effect 50% splash dmg.
