Firstly Teemo is extremely versatile and can be played multiple ways, but for this particular build and small variations of the same build heres what I've found to be true

Great Top, he counters so many normal top champions its not even funny
If you play smart and safely you will crush champions like Darius, Nasus, Xin etc

The main thing with Teemo is to remember to kite kite kite, thats all teemo does is kite and hes very good at it

Poor at Jungling, this is pretty obvious as there are much better junglers out there

Decent support, he can do alot of poking damage and gets small free wards at level 6 but there are still much better canidates for support such as Sona or Janna

Decent mid, maybe his most popular role, and he can counter a few champions, but usually he doesn't make the cut

Decent ADC, all of his abilities are based off AP not AD so hes not the best for this spot HOWEVER if your team has alot of AD and you want a hybrid carry then this should work out fairly well
