She is very strong and snowballs really hard, but at the late game where everyone starts to get full build, it becomes very hard for her to get a kill (tanks, GA's, etc.)

Hextech Gunblade / Protobelt helps her a lot, but CDR and sustainability remain a problem for her.

In mid lane she can be hard to gank (W slows/charms) & her R teleports her away.

As a support you can all in at early levels and start snowballing. At level 6 she can go roaming & do great ganks and counter-jungling.

All 3 keystones should work on Evelynn. Pick what you prefer or fits best to your playstyle.

You can go Phase Rush or Arcane Comet as Keystone. All depends on the situation. Phase Rush is better imo. For the rest the runes are basically the same as jungle. I personally prefer Waterwalking over Scorch for better roaming, but you can choose what you like most.
