Ahh ... the eternal Eve question : can she be played or not in a high ELO game ?
Well, i'd say yes, but under the conditions you stated :
1) Play with full premade team, so you know oracles will be focused and wards destroyed (you must always have an oracle yourself for that, as you said you did).
2) Be VERY aware of that Oracles (not bad to say it once more !) : as soon as you've seen a champ on your map, clic him and check oracle, all the game, from the first minute to the last ! A death because you forgot that is a useless loss of gold and exp that will ruin your entire game.
3) Do NOT chase "really" alone, that's the common error. If you can move all around the map and the lanes alone in a low ELO game, here you always need someone to cover your back. If you have to get buff or get some creeps, or even attack a lonely hero in the forest, always be sure there's an ally on the closest lane who can come help you. Remember you have no evade because invi is differed after a hit.
Even if i don't play her often right now, Eve is still one of my fav' champs and i really like her playstyle (though i don't play her like any other i guess, as i often don't go AP, but the idea is the same, only the damage source type differs ^_^).
Concerning your build, why don't you make the Void staff later ? I would do it after the Lich Bane, because most of people don't have massive MR at this point of the game. Mejai + Rylai + LB should give you at least 200 AP when LB completed (with no stacks considering your runes). This is enough to make LB really usefull, and assuming you have some stacks (you should ^^) you may be around 260-280 AP. Under this amount, i don't think 40% MP is really usefull, and anyway it's less than Lich bane's passive (at least 2 procs when hitting a target, that's 2 times your AP in damage, and 200% is almost better that 40%).
The reste is IMO really ok, not to say really good :) Eve is really underrated in high ELO due to her dependance to the rest of the team, but well played, she stays really good, and i'm glad to see some people still play her (though the last 3 i saw were not in my team and were raped like no one should be ...).

What i'm saying is that it's not really rude at all, I actually encourage people to do stuff like that. Mainly because if the author can't defend their statement or realize that it's all true then that would only serve to improve the guide. If the author can defend it with reason then it will enlighten those who question it. If it's not being commeneted on then we can only assume that the statement in the comments are correct.

I personally thing its pretty rude to plug your guide in the comment section of someone elses. Commenting if you disagree is one thing, stating "hey nice try but here is how to 'actually' play" is something else entirely.

This have been the build ive used for Evelynn since i started playing her, im not playing her anymore as for 2 reason... 1.Booring 2.Squishy(useless in anything but low matches)
So ye im not really a fan of Eve myself anymore, but she has some nice damage output if she is lucky enough to not get gimped by wards or oracles :p

And yeah i know she is a target in high ELO's but then again, you have a team to use to remove the oracle, i isually bring my own oracle to every fight to watch for wards and my team also bring them along with wards and everything else!
If you can live by the rule that you WILL be hunted you can also live with the fact that u can avoid them if u know how!

I was just giving my oppinion, no intention to be rude... I primarely want to warn people that evelynn in high ELO matches is a lot less fun to play. There are people that, after reading this guide which contains lots of usefull info, totally focus on evelynn. They should have an open mind for other champs because evelynn is a low lvl low ELO killing machine, but high ELO she's quite useless.
Because: 1. Evelynn has as you and many other stated a pretty expensive item build. The enemy will prevent you from getting last kills and kills etc. by just playing defensively.
2. Try getting kills if shen has an oracle and the teamfight kick in. I felt myself kinda useless standing at the back, because as soon as you charge in you get beaten, badly.
3. The vicious circle (point 1) no money-->no items-->no kills--->no money
I hope that people that play evelynn ( I played her over 200games) still have fun playing her.
Ill be back to check comments and answer on any other questions each day!
Next stop will probably be a guide on akali or Shaco!
And yes im a fan of Assasins!! ;p

Evelynn is easily countered by using oracles and vision wards. Counter vision wards with vision wards, but oracles mean the death penalty for evelynn. It wont matter how much Health you have, you will be targeted first and be killed. With eve it's all or nothing. So i can't see the issue there, if you are playing High ELO's buying Oracle elixirs and vision wards always come into play, this is just a guide on how to and how not to, i know everything about the "OH LOOK ITS EVE" /gangs up to kill her on sight
confederation!
I always have Vision wards and oracle elixirs when i play and before midgame i have my team mates buy vision wards to spot the oponent ones, and as such the easy way to spot Vision wards are pretty simple, if minions have an orange glow arround them move away there is a ward here, or someone in the near vicinity with an Oracle Elixir.
You say its a mix of diffrent builds, ofcourse it is, every single build or lets say 95% of each build are a mix of diffrent ones, there is a know how to build and a know how not to build rule for each champion, so its pretty ahrd making an "Unique" build for each and every one of them!
However im currently trying out a few new things with Eve, one beeing use Dodge Seals as they are primary and then using masteries to improve dodge from Defensive, sofar it has saved my life a fair bit!
Will come back to how it works out later!
And the build/guide itself will be update from time to time after new experiences have been learned!

And i have no problems nuking down one person in a single stun, in a lategame going good i have about 700ap making my ravage do stupid amount of damage so not to worry my friend, i got this section covered ;)
