Here something for you:

Recovery vs Perseverance

Recovery gets 1 hp/5 per point and Perseverance 0.35% of missing HP.

So to calculate when which is better:

1/0.0035=285.7

So if you miss 285.7 HP, you gain more from Perseverance . That should be better than Recovery most of the time. But, I would rather trade out Enchanted Armor , cuz it gives you lategame only like 5 armor, which is basically nothing. Rather have a better early with Recovery .

Thank you for the work you did to put this together. As a new player, your advice helped me learn to master Garen. I am working on a Garen guide of my own and I would like to know what you think when it gets published.

Yeah, Full Tanky is the standard competitive way to build Garen. But if you want to deal high Damage, you buy 2 AD Items for Garen: Black Cleaver and Infinity Edge. Sometimes if you don't have the money, then drop the idea of building Infinity Edge, because even with Black Cleaver this Champ is extremely dangerous because of his spin.
