I have not had the chance to test these two builds out for either champion; this is just a general idea as to what I would be building towards once I have enough pages and own said champions. I've played and learned on Graves back from season 2; though I didn't own him nor have many if any runes for him. Fizz I've yet to play at all yet, but I based what's there off of some other examples I've seen, roughly. So do not take this as being the -best- there is out there, it's merely for experimentation. Building Graves for speed and a little defensive; as well as building Fizz simply for decent damage AP/AD within masteries, and otherwise AP and Defense otherwise. You could probably make Graves be AP as well, just swapping everything shown here AD wise with AP; but the item choices would differ a lot. If you do want to try AP graves, then I'd recommend trying elsewhere for those sorts of builds.
