Pros And Cons
PROS
Neeko is an amazing teamfighter. Her ultimate, Pop Blossom, can change the entire course of a teamfight and even a game. Her kit excels at AOE damage and control, and her W, can give a large amount of outplay potential. It can be used to juke enemies, and outplay ganks, and give a good way to set-up her ult. She has good lane poke, as landing an Tangle Bards E into Q, as well as Dark Harvest proccing can do upwards of 60% of a persons health, without them being able to trade back.
Cons
She is very squishy, which can lead to one dying before even being able to get off a R. Her cooldowns are also relatively long in the early game, meaning you will be forced to use auto attacks to secure a lot of your CS.

(Passive)

(Q) Blooming burst: Neeko throws a seed dealing magic damage. The seed blooms again on hitting champions or killing units. Maximum of 3 blooms.
(W) Shapesplitter: Neeko passively deals bonus magic damage every third attack. Neeko can activate to send a clone in a direction.
(E) Tangle Barbs Tangle Barbs: Neeko slings a tangle that damage and root everything it passes through. If the tangle kills an enemy or passes through a champion, it becomes larger, faster, and roots for longer.
(R) Pop Blossom: After a short preparation, Neeko leaps into the air and gains a shield. Upon landing, nearby enemies are damaged and stunned. The preparation is hidden if Neeko is disguised or invisible through Shapesplitter.

Ability Tips and Tricks
Passive:
can be used to bait enemies into diving you. For example, if your ADC is feeding but you are fed, you can become the ADC and walk close to them. They will likely try and kill you, but this can lead to you getting a 5 man Pop Blossom when they realize its you.. You can also pretend to be your jungler, and bait the enemy into starting an objective on the other side of the map.
Q: It can be used to waveclear very effectively from early levels. You can use a combination of E and autoes to get them low enough for a Q to finish them off. This can lead to easy lane priority and pressure, and can give easy chances to roam and make picks. The first blossom will always do the most damage, meaning it is often worth using it without them being snared for some unexpected poke damage. It can also be spammed in teamfights, especially into the enemy backline to make it impossible for them to fight because of the immense AOE damage and threat the ability gives.
W: Shapesplitter can be used to outplay ganks relatively easily. This can be done by using W in the direction you would usually walk, often towards your tower, and running in the opposite direction. You have to make sure to keep walking in a straight line, just like the clone does. This can lead to easy gank escapes and a simple way to tilt enemies and generate pressure, as their jungler will want to return and kill you.
E: E can be fired through minions to make the root portion longer. This will often mean you can set up a good Q, and is Neekos main Crowd-Control ability. This works especially well into melee champions such as Sylas or Ekko, who will have a hard time dodging it if they are standing in the wave. If you are consistently hit E-Qs pre level 6, then you can make a flash ultimate or W ultimate play to finish the kill.
R: This is the ability that Neeko is most well known for, and is her highest impact ability. It can easily turn the tides of a teamfight, or can help you escape ganks. Because of its large AOE damage, stun and shield, its the perfect teamfight ult to combine with the likes of a Miss Fortune, Malphite, or other big teamfight champions.

Rune Explanations
Standard Midlane Runes
Dark harvest is taken to increase the damage potential of an E + Q. This combo will almost always give you a stack and extra damage from Level 4 onward. This can add up to 1000's of damage in longer games, and helps her to finish off low health enemies.
Taste of blood is taken in this row over everything else as the sustain it gives is very useful in lane. She has no healing or sustain built into her kit, and because of this taste of blood is a must. It can give you a slight edge over any champions like her with no sustain that do not have the rune, and can help her to win trades.
Eyeball collection is the most consistent rune in this row, as is taken on most champions because of this consistency.
Ultimate hunter is an obvious choice, as it allows her to use her most powerful ability even more in a game. It also gives her a good reason to roam in the early game, as getting to 5 stacks as soon as possible is incredibly valuable.
Manaflow band is important for her as it gives her extra mana sustain, -as well as a large boost to her mana pool.
Gathering storm is taken as a lategame insurance policy, although its 20 and 30 minute versions give decent AP. This rune really shines in 40-60 minute games where one team is struggling to end and can give her a ridiculous amount of damage on her R.
