Currently, I find Dark Harvest to be the stronger rune compared to Electrocute, but it is more up to your personal preference. Electrocute just doesn't have much late game scaling, plus the early game damage has also been nerfed, making it not too useful in the jungle in this meta.
Due to Vault Breaker, Sudden Impact is a must. It allows you to get more damage off on targets building armour, due to the lethality bonus it gives you.
This will give Vi a bit more AD, giving her more damage potential for each stack you get. If you feel you would like more vision and don't need the extra AD, feel free to take Ghost Poro or Zombie Ward instead.
Since you will be wanting more movement speed, Relentless Hunter will give you exactly that. For each unique takedown, you will gain permanent out of combat movement speed. This will allow you to get to lanes faster, or to run away after disengaging. Another option is Ravenous Hunter, if you would prefer getting the permanent healing off of abilities.
Since you will be ganking a lot, this will definitely come in handy. For each takedown, you will get bonus gold and will be healed for 15% of your missing health.
Using Coup de Grace, you will deal more damage to enemies that are low on health. This will help ensure that enemy champions won't get away with a sliver of health after you have ganked them. If you time it correctly, after using your three hit combo and the enemy flashes to get away, use Cease and Desist to get them back in position and if they are squishy you should be able to finish them off.
Another option in the precision tree is Legend: Alacrity. This will increase your attack speed, making your hard hits to also hit faster.
The reason for taking Stalker's Blade - Warrior is for the AD, plus the slow for using Smite on enemy champions. It will keep them slowed down enough to not disengage with you unless they Flash, allowing you to stay on them for either you or a teammate to get the kill.
No matter what the build is, Trinity Force will always be a great item on Vi. It will increase your Ad, attack speed, mana, movement speed, cooldown reduction, and health, while also having two passives to increase your movement speed and attack damage for a couple seconds.
This is a fun item that I personally like on Vi, due to how well it synergizes with Sudden Impact, adding a bit more lethality as well as granting you to be able to destroy enemy wards that could be on objectives or a lane you are looking to gank. It is also good if there is an enemy Teemo, as this will also reveal his mushrooms.
To start building tank, Dead Man's is a good item because it will give you a bit of extra movement speed to get you to lanes and objectives faster, as well as give you a bit more burst off of the first auto in your combo.
To finish off your build, a Sterak's will give you the little bit of extra damage and survivability to stay in team fights, since you will be buying this for the late game.
For Vi, you will want to take your Denting Blows first, as this will be the start of your single target damage and will help you deal extra damage to either blue or red buff, depending on which you start, since it will make your third auto break a target's armour and increase your attack speed. Next, you should put a point into Relentless Force, as this will help you clear camps faster, deal more damage, plus give you a cone of damage on your next auto. After that, put a point into Vault Breaker and max it first, as this will be your engage tool. This is what gives Vi her early ganks, so you'll want to get the most out of it. After you have maxed Vault Breaker, you then will want to max Denting Blows, followed by Relentless Force. Remember to put a point into Cease and Desist whenever you can though, as this is what gives Vi her chase and execute.
As with all junglers, you should always take Smite, as it will help you take camps, drakes, rift, and baron, as well as let's you buy your jungle item, ensuring that you are getting more experience and health when you take camps
Your second spell should be Flash. It will help you get close enough to land Vault Breaker, or it can be used a a disengage if Vault Breaker is on cooldown.
