Okay so I am currently very busy so I will keep this very short, but more is about to come.
Here the most basic things about Jinx that come to mind right now:

I play her 21.9.0, I have experienced her as pretty manahungry, but if you max Q like i advise, you wont be needing that much mana. Your standard laning phase consists of farming with your minigun and occasionally harassing the enemy with the rocket launcher. If your opponents are stupid enough to not stand behind the minions deal some free damage with your W. I only use my e for engages or disengages (not that your E has a small delay after casting before being active, place them accordingly)
If both supports are away and a direct trade from ADC to ADC begins try to cast your w before engaging, seeing as the spell has a short channel duration in which you cannot AA or benefit from lifesteal. As a Jinx you should try to keep your AS minigun stacks always above 2 during laning, this will make you win the trades and fights. Change to your Rocketlauncher for the bonus damage (your AS stacks stay, but arent refreshed).
at level 9 your AA range is the highest ingame apart from a lvl 18 tristana, this means that when enemy adcs are snared (your E, duh) they cannot AA you if you hit them at maxrange, this also can make you win the fights.

In my opinion Jinx is pretty much an OP ADC and OP champ ingame, so play her before she gets nerfed ;)
