I'm still working on this but this is what I have so far!

Hi I'm KangoVlad (Currently Gold 3) I've played a ton of Vlad!I've gotten around 200K mastery points on him he's by far one of my favorite champs. I decided to make this guide in my free time. I hope you guys can learn something from this guide and have some good games trying out my builds for top lane!

I take Move speed so I can have the extra speed so when you get Crimson Rush with Transfusion makes it easier to poke him. Pen is just generally good against tanks on top that rush MR. Scaling health is good in almost every situation on Vlad. Cd is good for early game like 1-6 gets you about 3% CD. The Mr is for any time you fight a magic damage top honestly this is just my preference you can change these out if you want.

As a top lane player and being a nice damage dealer Sorcery is a very good option! Expose Weakness it's good for team fights where you can go in and use Tides of Blood as well as Sanguine Pool your almost guarantee to hit almost everyone. I prefer Natural Talent over Vampirism because you already have life steal off your kit you don't really need anymore and Natural Talent gives some nice ap for early game to mid game. I get Bounty Hunter because normally as Vlad with your AOE and damage you can kill everyone at least 1 time.I get Savagery to help with early game creep score. Assassin is good for the life off of minions when you kill them with Transfusion. Merciless is a no brain type of thing since Vlad doesn't use manna. Dangerous Game is good about 99% of the time your not playing around brush or anything so the extra health on kill is extremely nice. Intelligence or Precision good question I choose Intelligence over Precision the reason is because I enjoy the nice 45% cd you can get to and it's nice to start the game with 5% CD and with magic pen runes you don't really need the extra magic pen for early game however I think this is more preference and play style. Stormraider's Surge of course you get this since you have massive ap damage late game it grants nice move speed to go with Ghost.
