Introduction
LeBlanc is an AP Mage Assassin. She is primarily used in the mid lane due to her high burst and roaming potential.
There are many reasons to play LeBlanc. She has a lot of lane control due to her high damage output and low cooldowns. Her mobility, high damage output, and crowd control allow her to assist ally lanes and secure kills.
I take scaling AP glyphs nowadays because there are a lot of different AP items that help you max out CDR such as , , and
Magic penetration reds and flat AP quints give you the maximum damage output you need for laning phase.
Standard boots for AP Mages.
These items allow LeBlanc to quickly burst down squishy targets with one full combo. I would suggest building Luden's if they have a really squishy team or Deathcap if you are far ahead.
Extremely good against AD Mids like Yasuo, Zed, or Talon. If used correctly, you can negate their all ins and win trades about 70% of the time.
This item is core for mid-late game mages. It is the best (and one of the only) magic penetration item for mages. Usually people will build Magic Resist around the mid-late game, so buy this around your third or fourth item (not counting boots).
Buy this when you want to be more aggressive and take trades from high AP burst mages.
Used for high HP targets. Buy only when they have full tank compositions.
Take W level 1 vs ranged and Q level 1 vs melee laners. Taking W level 1 allows you to trade effectively with other ranged laners if needed. Taking Q level 1 allows you to harrass down melees for free since it doesn't aggro the minion wave and it's a point and click spell, so you won't miss it. Whatever you take level 1, take the other level 2.
Max W first for waveclear because it's difficult enough to farm with her already. Also, you need to clear waves fast in order to roam and provide map pressure. Max Q second for maximum damage output.

I always use E last because it is the only ability that has a delay in the maximum amount of damage it can deal. Players won't be able to react to your combo until you hit the E. If you use your W to hit your E from point blank, then keep in mind the second proc that stuns them will stay within range if the enemy Flashes away. If you use your W and hit the E from max range, then their Flash will escape the second proc. You can use Q+R+W for instant damage and E is just extra damage output.
Mid-Late Game: Look for picks. Help your team get good vision control around the map and look for isolated targets to assassinate, then look for objectives afterwards. Use the One-Shot combos listed above.
Sieging: Stay hidden near the side of the jungle for outer and inner towers and behind enemy base walls if you are sieging inhibitor towers. Make sure that you have good vision control around the area, so you can watch for the enemy if they try to collapse on you. Go in for poke when you have your ult up and harrass the enemy down with your W+Q+R combo. Feel free to add in your E if you have a clear path. Eventually, the enemy will be too low to defend and they'll have to abandon tower.
Teamfights: If you are ahead, stay hidden and look for an opening to take out the enemy carries once the first round of spell rotations and cc pass by. If you are behind, stay in the backline with your AD carry and peel with your E+R for two chains.
