Introduction
So I don't have to make a new chapter for it, I'm just gonna say here: Standard 9/0/21 Caster masteries.
Greater Mark of Magic Penetration x9
Greater Seal of Scaling Mana Regeneration x9
Greater Glyph of Scaling Ability Power x9
Greater Quintessence of Ability Power x9
Greater Mark of Magic Penetration because Lux is an all AP champion, simple.
Greater Glyph of Scaling Ability Power and Greater Quintessence of Ability Power Again, Lux is an all AP champion so AP is nice and will give you an edge early on.
Greater Seal of Scaling Mana Regeneration is personal preference and depends on summoner ability. If you run clarity instead of one of the two I have listed these aren't really useful, in which case you should get greater seal of regeneration. You may be saying "Why Health Regen? That's stupid for a Caster!" and I say You're an idiot. A caster is useless if she isn't there. This will help you bounce back after team fights and that means more damage output.

Illumination: This is Lux's passive. If the enemy doesn't know what it is then they're sure as anything going to learn after you kill them with it. What this does is when any of Lux's damaging spells hits an opponent he will start glowing for a few seconds. If you hit said opponent with an auto-attack while he is glowing you will deal bonus magic damage. This ability is great for harassment, farming, and if you're good with it, killing.
Light Binding: Lux's snare, not much to it besides that. Skillshot that can hit up to two enemies, including minions, and the second enemy hit only takes half damage and half snare duration. This spell is great for chasing or fleeing from a single opponent. Lock down an opponent for a gank and watch the QQ.
Prismatic Barrier: Lux's shield. It's a skillshot that shields any allied champions it passes through. The best part of this ability is the fact that once the shield hits the end of its range it comes back to Lux, giving it the ability to shield each ally twice with each cast.
Lucent Singularity: Lux's AoE slow and best normal skill. When cast Lux fires a ball of light to wherever you cast it. This ball while on the field causes anything too close to it to be slowed and can be detonated for significant damage and it adds your passive onto everyone inside its range. Win comes in spherical packages.
Finales Funkeln Finales Funkeln: It's a laser, it hits the weak point for massive damage, and Lux yells DEMACIA!!! when she casts it. What's not to like? One thing to keep in mind with this spell is that if an opponent has Illumination on it then this spell will activate that for the damage and then put it back on, allowing you to get off two hits of your passive fairly quick for decent killing power. Once you have your Ionian Boots of Lucidity you should feel free to use this at higher levels as it has a very short cooldown.

Clairvoyance: This spell is good on Lux for two purposes: Helping your team if there's nobody else running Clairvoyance, and saving your butt from anyone coming to kill you, in case you missed it above, you are SQUISHY, and its best not to be caught alone.
Flash: I like Flash because it saves my life, gets me kills, and just helps me get where I need to be. Good spell.
Clarity: As I mentioned in the Runes section, Clarity is a viable choice on Lux especially for her early game performance. With this build it isn't really necessary but if you like to have it swap the Greater Seal of Scaling Mana Regeneration for some greater seal of regeneration. You'll thank me for it.
Flash: I like Flash because it saves my life, gets me kills, and just helps me get where I need to be. Good spell.

I start off with a
so that I can stay in the lane longer and stay closer to the enemies for harassing. By the time you're going back to base you should have enough gold to upgrade to philosopher's stone Philosopher's Stone. If you have enough when you go back buy an
Amplifying Tome, or
Mejai's. After you've completed Mejai's pick up your
Boots of Speed.
Here's your first choice: Are you already getting focus fired or are you just dealing great damage and rolling in kills? If it's the former you should buy either
Zhonya's Hourglass or
Banshee's Veil, depending on who you're fighting. If it's melee damage killing you get
Zhonya's if it's spells buy
Banshee's, simple as that. If you aren't getting killed, buy
Rabadon's Deathcap. Then upgrade your boots to
Ionian boots of Lucidity for some very nice CDR. After you get that you WILL be focused so get the appropriate defensive item from before. The last items are another choice, if the enemy team is stacking Magic Resist buy yourself a
Void Staff, and then laugh at them. If they aren't stacking any defenses buy a Lich's bane Lich's Bane, and then still laugh at them.
