Yeah like Jebus said, I also think Flat Armor or Health seals would be better than Health because in late game the tiny extra health wouldn't do much anyways.

Edit: Also what Imme said is true to my experience, with an early Hextech Revolver you'll be able to stay in lane for quite awhile and it synergizes with your passive.

This is quite good. I do, however, recommend flat armor or dodge seals over health because of their strength early on.

This build looks fairly solid to me, the only critique I would put in would be to build a hextech revolver early game somewhere, in my experience the 20% spell vamp earlier on has a huge effect on your laning phase.
