Heres some proof that this build is pretty effectice

Mordekaiser deals magic damage and he uses health. Therefore, I find it logical to get:
9 Greater Mark of Insight: Just to deal more damage with all of his spells
9 Greater Seal of Vigour: For laning, will elaborate
9 Greater Glyph of Insight: Just for some extra damage
3 Quintessence of Fortitude: Laning
9 Greater Mark of Insight: Just to deal more damage with all of his spells

Masteries are simply 21 in defensive and 9 in offensive.
The reason I do not like to invest in utility is that I always have to waste some points in mana regereration to progress to the next bar. Wasting always bothers me. This is why I like to invest in tanking masteries. Defensive masteries are decent on Morde and have worked for me so far. His points in the Offensive Tree are simply for Archaic Knowledge, which lets Morde's spells penetrate 15% of the targets magic resistance.
The reason I do not like to invest in utility is that I always have to waste some points in mana regereration to progress to the next bar. Wasting always bothers me. This is why I like to invest in tanking masteries. Defensive masteries are decent on Morde and have worked for me so far. Now, onto his items.
I tend to see lots of Mordekaisers out there who build him as a full tank who does absolutely nothing apart from soaking a tiny amount of damage. In a game with competent players, the enemy team will always try to kill the *squishies* or the carries. A tank is expected to take all that crowd control and damage. But how? Morde has no stun or taunt. He has no way to distract anyone. So the only to get peoples attention is to deal mountains of damage while still maintaining a large amount of magic resist, armor and health. Morde is just not a good a tank as one such as Shen who has an AOE taunt.
His items depend a lot on what the enemy team is composed of. If the enemy team has lots of casters, I will stack more Magic Resist and less armor. If the enemy team has more physical damage dealers, I would stack more armor. So on and so forth.
My core build (Items I buy nearly every single game) consists of:
Rylai's Crystal Scepter
Force of Nature
Abyssal Mask
Boots:
These really depend. I usually get Sorcerer's Shoes
But of the enemy team has lots of CC (Crowd Control), I will get Mercury Treads
Even though I hate wasting, some items are worth.
Banshee's Veil
Even though it does give unnecessary mana, the effect is awesome. Blocks 1 negative spell every 30 seconds. How useful. You can incorporate this in to your build if you are versing heave disables.
The rest of your items really depend on the opposing team.

Laning is the hardest part of Morde, especially level 1-6. Due to recent nerfs on his Shield, It is now nearly impossible to keep it up. From lvl 1-6, Mordekaiser is at his most vulnerable. At this time of the game, you have to play carefully and keep an eye out for incoming ganks.
When you start out, buy a:
Regrowth Pendant
and a
Health Potion
This will allow you to stay in the lane longer and also leads towards your first big item, Force of Nature
.
Mordekaiser can solo a lane but I like giving the middle lane to other people. I usually take bottom lane because at level 6, with a decent teammate, you will get first blood. Being at bottom lane means you have more control over dragon. So when you get first blood or even a double kill, you can call middle lane to come and quickly grab dragon.
The first skill you want to level up is Siphon of Destruction
Siphon is your best friend. It lets you harass at long range, keep up you pitiful shield and farm minions at a range. Try to level it up whenever you can. This means that you dont have to get your hands dirty, making it pretty safe until lvl 6. You hit level 6. You now have your ultimate. This is your moment to get a kill. When I go in a duo lane, I prefer a teammate who has some sort of stun for an easy first blood. You should have harassed for the past 5 levels and now the enemy is on around half health. Get your teammate to stun, run and unleash your combo and use your ultimate. When you get their ghost, you can try kill the other hero. If the surviving hero is smart and has recalled, use the ghost to push the tower.
Now at level 7, your shield will actually be easy to use. Just wipe out an entire minions wave with your aoe spells and your good to go.
When you start out, buy a:

You can follow the other enemies running and just spam Mace of Spades and Siphon of Destruction. This will stop them getting away. If you can do this successfully, you will constantly win team fights and thus win the game.

Patch v1.0.0.109 : Mordekasier's shield now decays at 3% a second, making his laning phase just a bit easier.
