Spells:

Chapter 1

Introducing Movement Speed Teemo. This build it made to give Teemo as much movement speed as possible while still giving him a viable build.

Summoner spells:

Exhause and Ghost are preferred. Exhaust slows your opponents and allow you to make a get away and ghost allows you to get away or blaze across the map to help out a teammate. Both these spells allow you to fully utilize your speed.
Runes:

First you need the movement speed Quints. Take 9 attack speed marks followed by flat Ability Power seals and glyphs. This is for early game. This allows you to harrass early game.

Masteries:

You go down the Utility tree so you can pick up Quickness. You stop at that tier and then use the rest of your mastery points to spec down offense picking up Archaic knowledge. You will also pick up Alacrity for the extra attack speed for early game.

Skill Sequence:

The skill sequence you choose is really up to you i just picked up Teemo's W first given the name of the build, but really it is situational and up to you the Summoner. Obviously you will stack your mushroom every chance you get. Stacking Blind Shot is the preferred way to go picking up your poison every chance you get when BLind SHot can not be leveled.

Items:

Now for the item build. You rush Trinity Force. It builds from Sheen, Phage and Zeal. You can choose which to start but it is suggested that once you have one of these items built that you get Boots of Mobility so you can travel the map for ganks. Once you have your trinity force you will work on Phantom Dancers. Now you can choose to get Lichbane before the 2nd Phantom Dancer to pack a bit more of a punch. The last item of choice is a Hextech Gunblade. This item is pure hybrid and should give you enough power to be a great asset to your team. You will be criting just about every hit and use your Blind Shot as much so you can take advantage of Lich Bane.
