I added the marks and quints you suggested as viable options but i disagree on the mana seals, they are unecessary, i dont know how to run out of mana as olaf because in my case hes not mana hungry.
cd reduction is not unecessary since olaf`s ulti is very good in any comfrontation also that true damage is better every 3 s and his w his nice with less than 10 sec cooldown for sustainable fights and finnaly he doesnt lack mobility because he has FROZEN MALLET its purpose is the health but also the passive so that enemies cant run and you also have ghost and ehxaust to catch those faster enemies
Added phage instead of giant belt, Maw of malmortius is a very good item and the chances of not encountering an ap carry are slim to none, in my build atmas is not a core item because if you need defense just get madreds bloodrazor, its far superior and gives you as, which in turn gives you sustainability, and also good ad, I take zekes herald instead of shurelyas because olaf needs as and life steal for sustainability and the cd red and health are just a bonus that comes to help.
As for the weaknesses i already explained olaf doesnt need mobility, neither does he need mana early because i dont have mana problems with him you should try to balance the skill in order to not consume that much mana but still have an impact on the enemy

Summoner spells: are ok, but you shall add smite and teleport for optional spells. Teleport it nice, because you can port behind their ap/ad/support and just whack them to death. Teleport is also good when soloing top. You can telport if for example their jungler come to destroy your turret.
Runes: ad marks, armor marks are also good, mana seals, ad quints, ms quints, ArP quints are viable.
Masteries: not ok at all imo, you dont need cd reduce on olaf, 2s cd on q if well positioned, 12 s on w, 4s for e it's enough. and you dont have teamfights every 40s to spam your r. My personal preference is 0-21-9, with >>speed buffs<< bacuse OLAF LACKS MOBILITY. You can ofc go 21-9-0 etc. but you are losing your potential.
Items: after lantern and meracury, you buy phage, not gaint belt, slow and dmg are too strong to skip them away. New hexdrinker shall be consider if they have strong magical dmg, and no atma? Atma is core item on him. Frozen malet is great but Trinity also works very well and gives you MORE MOBILITY. Instead of Zeke, I would take Shurleya, it gives him all he needs, it's so so so good.
There are two main weaknesses of olaf, he needs >>Mobility<< and mana early. So early Philosopher stone and mid Shurleya really work for him.
