This is my perfect build for rammus. I'm not saying there aren't times where you get MR over armor, but that's all situational stuff. And I explained why you don't need HP in the description. I end up getting some form of MR almost every round, but when their nukes are just getting smashed I don't even worry about it, and when you taunt, it makes them unable to cast spells, so 3 seconds is more than enough time to kill them.
