Key Terms:
JiTB = Jack in The Box
2Shiv = Two-Shiv Poison

MARKS
Ok first for your runes you want to max out your Marks with Armor Penetration, these are great for early and late game. These work great in all situations, especially when the team is building up Armor. Magic resist you don't really need to worry about on the other team, unless you plan on having a little fun and stacking a couple JiTB and drag them into it.
SEALS
For Seals, you can build up on some extra Armor, that way you'll help Shaco a bit with his squishy problem. As an alternative, you can get Great Seal of Vitality, which will give you bonus HP instead, also helping with his squishy problem, but this can leave you a bit more vulnerable to Madred's Bloodrazor.
GLYPHS
For Glyphs, you can either go for Greater Glyph of Warding, or you can go for Greater Glyph of Focus/Celerity, this will help you get around the map a tad bit quicker with Dec and your Hallu will be up faster as well, which can easily win a 1v2 when you're fighting alongside.
QUINTESSENCES
All Armor Penetration! Cannot stress how much this helps throughout the ENTIRE game!

Why the Tiamat?
If you paid attention to the pretty colors in the Introduction, you would have seen that I stated that you will be playing a laning/roaming role with this build. That Tiamat allows you to push much quicker with the splash damage, along with the cheap 50 AD and Health/Mana Regen it also gives!
Last Item Alternatives
Infinity Edge
Alright, so most of the time, if the other team is being quite silly and ignoring your massive capabilities, you can go ahead and buy that Infinity Edge. It will help boost your damage output by a lot, and because of the 6/22/11 patch, Hallu now benefits from critical chance.
Madred's Bloodrazor
If you're playing against a tanky team, you'll definitely want this item. This will be the essence that will make them start running in fear if they haven't already(Besides your JiTB :D)
Black Cleaver
If the opposing team is building up on that armor, you're going to want to get the Black Cleaver. Personally I normally get the Black Cleaver for that extra AD, AS, and the armor reduction on it. It also allows for your team to hit increased damage on the enemy, opposed to Armor Penetration items that normally don't.
Stark's Fervor
If no one on your team has this by late-mid game, ask if anyone is planning to buy it. If no one is, get it. Your team mates will love you more, and it helps yourself out a lot as well.

For summoner's spells, you might as well get the almighty Exhaust and Smite. Exhaust for most obvious reasons, but why if you have 2Shiv's Passive? Let's think of a scenario where a big team fight is going on, your team slays their tank, they go running. YOU can easily use Dec to get to them, but your team mates probably can't. So use Dec, slow someone with 2Shiv, then use Exhaust on another runner, this helps definitely in the beginning of every match, and 3v3s.
Smite is perfect for Shaco if you're going to get Red/Blue buff early on. This also helps kill Dragon a lot earlier in the game, which can jump start your team with that early gold and XP bonus. It also helps a lot if you've got that ward over by Baron, rush over there stand behind him, and Dec to get down and try to last hit him and take that kill! The other team having the Baron buff will definitely NOT be good at ALL for Shaco especially, for he is really squishy!
Smite is perfect for Shaco if you're going to get Red/Blue buff early on. This also helps kill Dragon a lot earlier in the game, which can jump start your team with that early gold and XP bonus.
