This build is designed for a Shen who is co-ordinating the team, to make the most effective use of the healing on his Vorpal Blade. He is designed to get in between lanes quickly so that he can always be where he is most needed.

For the runes I simply made it so that he has some durability early-game, whilst finishing off with some decent defenses. I have also given him some ability power and magic penetration so that his Vorpal Blade is not only a good utility, but does a reasonable amount of damage.

This Shen build lacks some tower killing capability, so a catered the masteries to making him tanky early-game, but also making him capable of dealing out reasonable damage to towers. Like the runes, I have put some more power into his abilities to make his Vorpal blade more effective.

I have chosen items that work well for playing Shen as a tank, gradually making him more and more durable until, at the end he gains significant ability power. The Heart of Gold gives Shen some decent health bonuses early on whilst steadily giving him gold over the course of the game.

For the skills I have of course maxed out Vorpal Blade first, then following up with Shadow Dash, my reason for doing this is that Feint doesn't really become useful until late game when he has Ability power. He is supposed to throw the Vorpal Blade at an enemy and then taunt them while their ally deals damage and gets healed.

For the summoner spells I chose Heal and Teleport. I picked heal because Shen doesn't have any real source of health in the early game, this is countered somewhat late game by his Health Regeneration, but it is still useful to have that burst of health so that he can get back into the battle. My reasoning behind choosing Teleport is that, in this build, Shen is going to be moving around a lot. If there is a battle on the opposite side of the map that he needs to get to he can teleport there and can still have his Ultimate ready for when an ally needs saving.
