I like using singed as a half tank half damage carry he is amazing at tea fights being out on the front line with someone like oriana or zilean, and sivir. Basically who ever can give him enough speed to flip the enemy.

Take ghost for extra boost in speed, paired with your ult you csn kill easily or run. The second summoner doesnt matter i recommend barrier or flash.

Depending if they have a hybrid team take spirit visage and sunfire for extra damage, but if that doesn't work i recommend a thornmail and a banshee's vail.

At early game if enemies are keen for cs let them push so that you can flip them into your tower.
