Movement speed quints are just the only real option for Hecarim. The only reason not to take them is if you do not own them. Also, Hecarim benefits most from 9-21-0, 0-21-9, or 0-9-21 masteries, he doesn't get enough usage out of the offensive mastery page. While you explained these in your guide, I got all this just from the cheatsheet. Most of the time, voters will glance at the cheatsheet, and if they don't like what they see, will downvote.

Hecarim likes to be mobile and tanky, consider swapping out Ravenous Hydra for Sunfire Aegis as a primary item, it boosts DPS and makes him able to tank more. I'm not saying hydra is bad, but if hecarim isn't tanky enough, he won't be able to put out enough damage before getting killed, understand what I'm saying?
