Max out noxian diplomacy and Rake, at 4 take Cutthroat. Rake activate your passive and Noxian Diplomacy gives you more dmg.

Dorans blade gives us a little survi with lifesteal and hp, but u can also buy dorans shield instead of blade, after that berserkers greaves are a must for him give +aspeed. Next item is sword of the occult, if u are sure that u will have kills, rush for that, cause gives u more movement speed at 20 stacks, which is viable for Talon beacuse he is squishy as hell, if u aren't sure just buy ghostblade.
Next important item will be Phage, it will activate your passive, all the time, next u can upgrade that to Frozen mallet for HP or to Trinity Force.
The last 2 items will be Bloodthrister and Infinity edge for busrt, and if u didn't bought sword of the occult, for a last slot u can buy Banshes veil for extra resists.

I choose Flash and exhaust.

-Flash Beacuse gives you great espace or chase mechanism.
-Exhaust To activate your passive, and catch enemy.

I'm using typical runes for AD.

- 9x Armor Pene
- 9x Flat armor (Beacuse he is so squishy)
- 9x Magic Res

Pros
+ Nice burst of DMG like a carry
+ Good escape mechanism
+ Good farming with "Rake"

Cons
- Squishy Squishy Squishy

I think this Champ is viable, even that he is so squishy, he got escape skills.

Later on, I will share some match history to prove that he is good, with that build :)
