Choose Champion Build:

Guerrilla Warfare (PASSIVE)
Teemo Passive Ability
Items
You will get huge Attack Speed (about 2,3+) and Ability Power (about 350+).
Spells
Blinding Dart (Q) : It blinds the enemy for 1.5 sec and deals magic damage.
Move Quick (W) : A nice little passive and active. Gives you move speed, and when activated, doubles that speed. This will help you catch/get away from enemies.
Toxic Shot (E) : It's a passive dot, and one of the hardest hitting poisons in the game. And it ticks for quite a while. Use this to harass, shoot them once, run away.
Nexious Rrap (R) : It's your ultimate. You put a mushroom which stealth and arms in 1.5 sec. It detonates when an enemy step on it. It deal a lot of magic damage. Mushrooms lasts at 10 mins.

3. Blinding Dart
4. Move Quick
