Introduction
For my Summoner spells I stick with Exhaust and Flash, I used Ignite and Flash for some time until I figured that the slow is much more helpful late game and I only really used Ignite for level 1 PvP on Twisted treeline and a hopeful First Blood, but since I pickup Toxic Shot first I feel that the DoT from that is enough to push enemy Champs to head back to there Turrets.
I choose my Runes and Masteries for Early game advantages and Late game durability.
I chose Armor pen Marks for the near true damage auto attacks for the early levels this couples nicely with the Magic pen from your masteries also, Health per level Seals for Late game Durability since you end up with about 200 more HP from them it could be the difference between living or dying in team fights also with the flat HP quintessences giving another 78 HP makes you much more durable in any level 1 fights you might find yourself in. Finally I take the Magic resist Glyphs to match with the Armor I gain from Masteries again making you quite a strong level 1 fighter and gives a bit of an edge in the late game.

As the intro says I build my Teemo for on-hit items, Malady, Wits end and Madreds Bloodrazer all add damage on hit these thrown in with the poisen from Toxic Shot makes for some really serious damage (depending on the armor/ magic resist on the enemy you can hit anywhere from 200-400 per shot) and the slow from Frozen Mallet makes kiting easy with well placed shrooms. With the Atmas' I choose this for the small crit and armor increase you get with the decent AD increase but can be swapped out for anything you see fit to make your Teemo stronger in your eyes. Boots is situational aswell, Take the pair that will make you more durable vs the majority of the enemy team.
