The build takes a while to get

1.) Boots of Speed. You can change this up to anything you want that gives you either movement speed or attack speed.
2-3.) Health Pots: I choose these because Teemo is very squishy. These are also great if the enemy team pushes into you grass and try's to gank you. Pop one or both if needed and stay alive.
4.) Berserker Greaves: 25 Attack Speed.
5.)Malady 25 Ability Power and more attack speed as well as the physical attacks shredding the target.
6.) Wit's End: 40 Attack Speed and 30 Magic Resistance. As well as the 42 bonus magic damage.
7.) The BloodThirster: 60 Attack damage plus a small amount of life steal.
8.) Black Cleaver: 55 Attack damage and 30 attack speed. Plus a nice little passive.
9.) Madred Razor: 23 Armor and 15 Attack damage
10.)Madred Blood Razor: 25 Armor, 30 Attack damage and 40 Attack speed. Plus another nice passive.

Flash: Flash is always good for a character like Teemo. It provides a good escape if you get ganked or somehow get destroyed in a team fight. It is also good to use as an offensive weapon. Flash in front of and enemy as they run away and hit them a few times with your dart and watch them perish.

Ignite: For me ignite helps me get the first blood a lot of the times, early game they enemy if they are smart will go after you to prevent you from getting feed. Hit them with your Blinding dart and then once they are low hit them with ignite. Later on once you get your toxic dart you can spam them with a few and the hit them with ignite. Ignite and toxic dart are a great combo.

Teleport: It is decent with Teemo, it allows you to get in lane fast and is great for ganks. This combined with Teemo's move quick ability will help you with speed in running across the map to help set up for those ganks.

Ghost: Is much like teleport, great for running across the map and helping with ganks and team fights.

Lasting Hitting Is Very Important: You can't afford to miss alot of last hits on minions or champions. If you dont get them then the game can be very difficult.
Don't forget about the mushrooms: Use mushrooms like wards, place them around jungles buffs, dragon and baron.
Gank: Attempt to gank. You should be great at ganking, you move fast with Teemo as is and thats not counting your Ghost, Teleport, Flash or any of your items.
