The reason I chose the runes I did was because it supports the build items for a very effective combo of magic damage with Malady and Wit's End.
The Glyphs are Greater Glyph of Ability Power for your early advantage.
I also put in Greater Seal of Vitality so you can gain good hp for Teemo as you level so your not AS squishy.
I put in Greater Mark of Magic Penetration for your magic damage over time.
I also put in Greater Quintessence of Ability Power because the AP will help with your Toxic Shot.
Precision

Glyphs
The Glyphs are Greater Glyph of Ability Power for your early advantage.
Seals
I also put in Greater Seal of Vitality so you can gain good hp for Teemo as you level so your not AS squishy.
Marks
I put in Greater Mark of Magic Penetration for your magic damage over time.
Quintessences
I also put in Greater Quintessence of Ability Power because the AP will help with your Toxic Shot.
Runes
Along with the runes, I chose these masteries to cope with the items and give you a little AP so your Toxic Shot and Noxious Trap are significantly boosted for damage. Building attack speed will be perfectly okay and actually brilliant because the DoT from Toxic Shot is sustained and fully utilized, which means MAD damage.
This skill sequence should be obvious because your toxic shot and blinding dart are both AP but easily sustainable with alot of AD and attack speed. You don't really need to put this in order on how to use but if you really do need it look below.
Toxic Shot(automatically used)-> Blinding Dart-> Move Quick(if you may need to get out or chase)
Alot of 3s games begin with everyone going to the middle bush and duking it out to get a possible early advantage, but their are alternative spots for ganking in the beggining, for example: If you skip the initial bottom bush gank, your team can sit in one of the bushes above so you can gank the top lane before they even get their. Your Ultimate(R) Noxious Trap can be placed almost anywhere but you can put it in spots where they'll almost always hit it.
I also made a map on where to place them in 5's.
The Enemy Teams Side is even better to put your Noxious Trap at because it would disrupt their jungle and if your chasing them you can get that slow down for them that you need to secure the kill. The Neutral spots are very important, though there may only be two, your team will be able to find out when your opponents are going for Baron Nashor or the Dragon.

For Teemo, it is great to combine Move Quick with Ghost so you can gtfo if you need to, and Flash if you need a quick escape, juke, or anything else you may need it for.
