I have been observing korean players for almost 32 years now and i have come up with the great teemo build to ever exist. Try it out for yourself...

Creeping / Jungling

Just get blue buff and go for the jungle rotations! Only gank if you know you can get the kill. Don't forget to ward the enemy jungle to go stealth mode in their jungle and kill them when they go for their buffs >:)
