Ryze is a high skill floor champion. He's squishy, reactively immobile, and has specific combos that can take away valuable concentration from all but the most capable players. Because of this, his winrate is terrible at any rank below diamond 4. The pros build full AP on Ryze because they have insane positioning and team play and can thus afford to be squishy. Full AP is not a good build for most players; since Ryze has no escapes, he has almost no safety net. This build is designed to give you a safety net in teamfights, although you'll still die if you get caught out on your own.

The question most of you will have is "why no RoA?" To that I answer: Abyssal Mask is just as good if you're not building Deathcap, and it allows you to rush Archangels. It also can be skipped for another item, unlike RoA.
