Vladimir has a devastating poke in lane and having that poke in the start really helps get your farm and activate the passive of cull, farm early game is very important to getting your early items so make sure you have the enemy pushed and low health so you can get farm.

Mid game is a very good time to roam after you've gotten your cull activated and can tank and also do quite a bit of damage. I personally like to focus helping bot to help the ADC get the kills they need.

Make sure late game you're the one making the engagements into a team fight and tanking all of the damage. Although Vlad can do damage, it's important that you also help your team by taking as much damage as possible, with his healing it shouldn't be much of a problem surviving.
