Introduction
Always always always max your Q first. It makes the slow better and deals more damage. Then, you W. It makes the snare last longer and is a great escape/engage. Third, your E. Never max your E first or second. Only the damage is upgraded, and it isnt a very useful skill as support besides a ward. Of course, get your ult asap when you can. It is OP In TF's.
The armor early game helps tremendously. The enemy adc won't be able to harass at all. Also, the scaling MR is good too. It prevents magical damage spells from dealing too much damage to you. Also, the MR starts to scale like your normal every level increase by level 4. So during early game, you are an unkillable, incredibly annoying, ***-kicking tree. If you want, you can always trade the MR for mana regen, but I prefer the MR because it's better late game then mana regen.
I always rush Face of the Mountain. The sheild on it is an amazing adc saver. Alot of people don't like it, but I'm sure your adc will when he lives with that 5 hp after you sheild him from that last turret hit. Next, I get Ionian Boots of Lucidity. These boots reduce your CD's by a tremendous amount, and it's extremely helpful later on when your ult is on a 14sec CD. Next, I get frozen mallet. I know what you all are thinking, but trust me, its great. Right after you w on someone, you stick on them like glue and they can't get away. Also, it gives you a little bit of extra damage and alot of hp. Next, I get Rylai's Crystal Cepter. Now this is where your E becomes useful. When your chasin down an enemy and you need that ranged slow so you can catch him, thats your move. Also, stacks with your Q for an amazing slow. Also gives your spells moderate damage, and you get HP and that awesome passive. Next, I get Randuin's Omen. This item is great for the late game, where it makes you practically unkillable. After you get this, you should be over 4k hp and 200 armor. After that, I get Banshee's Veil. This gives you even more hp, and some needed MR. You can get this before Randuin's if you are against a heavy ap team, and vice versa with a heavy AD team. Now the next move is up to you. If your facing a heavy AD team, you can sell Face of the Mountain and get Zhonya's Hourglass. If your facing a heavy AP team, you can sell Face and get Spirit Visage. If the team is well balanced, I like to get Warmog's Armor. I choose these three items because they all get you over 5k hp, over 200 armor and 150 MR, making you the Ultra tanky tree you are.
Maokai's early laning phase as support is extremely difficult. You have to be extremely preservative with his mana, or you're practically useless in lane. Don't spam your E because you will run out of mana before you know what happened. When you support as Maokai, try to support an ADC that uses skills extremely often. This will allow his passive to proc often, making your sustain ungodly and maximizing your effectiveness in lane. Suggestions would be adcs like Ezreal, Corki, Kog'Maw, Urgot, but he can work with anybody.
