At first sight, you would think that Akali is an ultimate counter with her high base damages and mobility, but she is ultimately a melee champion and requires level 6. Viktor is a lane bully, and winning this matchup heavily relies on you being able to harass pre-6, so that when you get to level 6, you can kill her when she tried to dive you with 50% health. Remember that your ult will still damage her even if shroud. I would suggest ROA-->Zhonyas-->Rylia's-->Abyssal
Darius
Harass him hard level 1, so that when he get's Apprehend (E) level 2, he'll think twice before using it. This is a battle of lane bullies, and I believe Viktor wins. Darius is melee, thus when he pulls you (GET W LEVEL 2), you simply cast W on top of yourself and walk away as he is stunned. If you don't die before you get your ROA, the lane is yours and you have won.
Volibear
I recently had this matchup and it was pretty hard. Either he gets too tanky for you to kill, or he goes damage and just melts you before you can deal enough damage. Either way, I would suggest you max E and upgrade your Core E ASAP. Sure, you can kite him, but all he has to do is flash Q and you're dead. If he takes ignite, it's even worse. He'll naturally shove lane with his passive, so you just need to master your last hitting. Movement Speed quints suggested.
Gnar
Def a tough matchup when he just regular Gnar. As Mega Gnar, you can just kite and deal dps as he farms. His high mobility makes him hard to kill as regular Gnar, but if you can lock him down, you out damage him. Farm and rush Rylia's
Riven
High mobility, and high early damage. Her downfall? Squishiness and probably cockyness. She is still a melee, and you are still a Mage. If you don't die from levels 1-6, you've won lane. Just focus on harassing, so that when she tries to all in level 6, just ult and kill her. CDR Blues suggested. Either way, after you get ROA and Rylia's, you should be able to outlast her.
**REVISION**
You may go tanky against her, or you may do my CDR build. I have found more success against her with getting early CDR and MAX Q. MAX Q but upgrade your E first for kill potential. If you have jungler help, by all means, go ROA/Rylia's, but in my case I did not and CDR helped tons.
Fiora
Just harass her early, and care for her level 6 all in. Unlike most champs, you might have a chance for outplay when she ults you. If she ults you too close to tower, you just walk under the tower and cast W onto yourself so that she is stunned under tower. Seekers as a first item helps tons. If you manage to kill her, a doran's shield wouldn't hurt either. Max Q
Dr. Mundo
Farm fest. Enjoy it. Def rush a Morellonomicon though, and just try to utilize teleport to help other lanes.
Sion
Stay out of range, harass with Q, and farm it out. Don't push too far, with his ult, ganking is easy.
Malphite
Easy lane, just go Athene's for his Q spam. A little bit of MR is needed for this lane, but he doesn't have much kill potential here unless he has ignite.
Trundle
He'll just get too tanky for you eventually and all in you level 6. Just max E first and use it to harass and farm. Rush Rylia's for the slow to kite.
Shen
Farm fest. Don't bother trying to kill him. Just farm it out, and be quick with your ult when he uses tele or ults bot lane for the silence, and utilize your teleport. HOWEVER, if he is dumb and actually tries to harass you with melees, he should tank minion aggro and may give you a chance to kill him level 6. If he's smart he'll just q minions and won't touch you.
Nasus
NOT TO BE MISTAKEN. This lane will be a very easy one ONLY IF you harass him so that he doesn't stack his Q. I suggest a Athene's into Void Staff because he will stack MR, and just ignore your damage. Stack A LOT of Pen and make sure you hurt him every time he goes to get a stack. IF you keep him below 300 stacks at 20 minutes, you've done your job. He will, however, outscale you and kill you, so Void Staff, Liandry's, and Rylia's are your best bet.
Singed
You will lose this lane unless your jungler helps you. Unless this Singed is dumb and stays in lane to farm, you will lose. All he has to do is proxy the waves. Just keep up with his cs and outscale. Def get Rylia's'
Ryze
This is def a skill matchup and a race to see who can get level 6 first and who can harass better. Both you and Ryze are ticking time bombs of damage, so just make sure that when the fighting starts, he has less health than you. Max Q and farm your best. Jungler help would be great too because once Ryze gets behind early, he gets behind the entire game.
Renekton
His double dash is great mobility, but you can just harass him freely from level 1-3 until he gets it, and he'll be too low to the point where he won't try to all in you. Standard build and outscale him.
Gangplank
Be cautious of his early damage cheese plus ignite. Just farm it out and make sure to get your Q off before he does to mitigate the damage
Maokai
Farm it out and keep your finger on the R key just in case he tries to Tele
Irelia
Very difficult. Try your best to harass early and outfarm. I suggest maxing E only if you are good with skillshots, and all in her when she all ins you. Just careful, if she has less health than you, and she jumps onto you, you're probably getting ganked.
Jayce
If you don't get poked down from Cannon, when he tries to all in you with Hammer, just cast your W on yourself and destroy him.
Wukong
If you give him a kill before level 6, you've lost the lane, but if you don't die and just let your ROA stack, you'll outlive his damage, and slaughter him.
Pantheon
IF he's smart, he'll start flask, 2 reds, and 2 blues for spam. He's still a melee, so you'll know where he'll be standing so you have no excuse to miss your E. Just don't let him stun you and you'll be good.
Jarvan IV
If he lands his EQ, you're dead, if you dodge it, you take off like 70% of his damage. Always punish him for csing, and watch his all in.
Cho'Gath
Difficult and annoying matchup due to the fact that he has insane sustain with his passive. If he's smart, he'll just build tank AT WHICH POINT, you rush your E upgrade and Void Staff. After you get the upgrade E and VS, after 2 or 3 well landed Es, you'll be able to all in him. BE CAREFUL WITH HIS SILENCE!
Kassadin
Probably your hardest matchup. I hate it with a passion. All he's gonna do is spam Q and get tanky. What makes him annoying is the Q Shield he gets which scales with ap. I suggest maxing E and immediately upgrading E to farm efficiently and easily. Teamfight wise, you're stronger because once he dives in, you just cast your ult on him and destroy him when stunned, but lane will be extremely difficult until you get your Core E. Again, if you're asking me whether I would rather have a Kass or Viktor on my team, I'd say Viktor.

Pretty straight-forward runes. The only change I would suggest is Movement Speed quints. They work really well if you max Q and upgrade Q first.

YOUR ONE JOB AS VIKTOR IN LANE IS TO FARM EFFICIENTLY. IF YOU CAN FARM WELL, YOU WILL BE FAR MORE USEFUL THAN YOUR OPPONENT. IF YOU ARE FARMING WELL, WHEN YOU TELEPORT TO TEAM FIGHT, YOUR DAMAGE WILL BE CATASTROPHIC DUE TO YOU BEING HIGHER LEVEL.
I cannot stress the importance of efficiently farming.
TAKE AD MARKS IF YOU ARE NOT COMFORTABLE LAST HITTING
I understand that you will miss a few here or there, but Viktor relies on items to deal his damage thoroughly. His base damages are pretty high, but imagine if you had 1 more item than your enemy.
Even if you are 0-3, if you have 30 CS more than your opponent, I'd rather have you on my team than him. Make it easy on yourself, and farm well.

Very great question, and a answer that has many parameters.
MAX Q TO FOCUS ON OUT-TRADING MAX E TO FOCUS ON FARM AND HARASS
To clarify,
OUT-TRADING is the ability to deal excess damage while receiving inferior damage in return.
HARASS is the ability to deal damage without receiving any in return.
If you are against low cooldown champions, I suggest you max Q to focus on out-trading. If you're against a pure-melee champion or a caster with high cooldown, I suggest maxing E.
Unless your opponent has a gap closer such as Darius' Apprehend or Gnar's Leap, don't get W level 3, just get another point in Q or E for harass.

During team fights, I catch myself casting my ult to the backline, while being able to peel the front line. Of course, you'll have already build Rylia's to help with that. It's very easy to use your ult to zone out, and the best part about it is that it stays active after your death. If you can manage to get into the backline, cast your ult and W simultaneously, so that if they have an escape, it won't be useable until the silence ends.
At level 18, you're ult should deal around 700 ON IMPACT, and 190 damage PER SECOND FOR 7 ADDITIONAL SECONDS. That comes out to nearly 2.1k magic damage from ult alone. Which is broken.
REMEMBER TO USE THE R KEY TO DIRECT YOUR ULTIMATE CLOUD OF DOOM
Here is a video that I recorded to show how to properly use Viktor Pre-Teamfight and during team fight.
Notice how I use my W pre-fight to zone so that we can ward, and that I use E to harass as well. ULTING THE CARRY IS GREAT, BUT IF YOU CAN LAND YOUR ULT ON 3 PEOPLE, DO THAT.

Always Flash and Teleport. Ignite Viktor is strong in lane to cheese, but I feel it's better to have a global presence.
Ghost is also viable on Viktor, but Flash is a tad safer imo.

CSing with Viktor is pretty easy with his spammable Q and its' passive and the range of his E. If you find yourself getting zoned by a Volibear or Riven, max E and upgrade it IMMEDIATELY. This allows you to one-shot the backline and harass more effectively for farm.
Your farming from level 1-6 will determine if you will be useful, or useless.
IF you have 80-100 farm by 12 minutes and have 0 deaths, you're probably more useful than your opponent.
IF YOU ARE BEHIND IN FARM BY OVER 20, YOU WILL NEED TO SPLIT PUSH TO CATCH UP.

In conclusion, I find that going bruiser Viktor really depends on how well you can farm in lane. If you are bronze - gold, I wouldn't suggest my ROA-->Rylia's build because the only reason you're still in Bronze, Silver, or Gold is because you have yet to learn how to cs efficiently. If you struggle with farming well, I suggest my Athene's build. I know this isn't very detailed, but for a first guide I hope that it teaches you, whether a lot or a little, about Viktor's strength and weaknesses.
