You will need to be comfortable with cs'ing and basic wave management to have a comfortable stacking experience on Veigar, he's not point and click gain more damage than everyone else, there is strategy in gaining maximum value in ap and damage in each spell to each target and conservation for proper use of Veigar's massive efficiency.

Veigar's Q Baleful Strike will be the main source of your power throughout the game, with your items being amplifiers and your other basic spells as auxiliaries to land Baleful Strike as well as keep you safe.

You should know how to use autos to prep for spells when farming minion waves as a mage as this is how you will setup your Q's to give you double the value.
Once you've gotten good at lining up Q's you'll be abusing Phenomonal Evil Power in no time against champions to keep ramping up and compromise nothing.

Dark Matter is much easier to land than you may think if you're having trouble with it, the delay is only .5 seconds before it crashes down(about another .5 seconds before that for the cast), for melee champs already in your face drop one on yourself before heading to safety. If they're ranged imagine you're right in front of them like the melee champ and keep in mind that when you stop to cast they'll be auto'ing, if you're in this range it's a perfect time to cast right on top of them.

NOTE: Primordial Burst does more damage based on the enemy's missing health. To get the most value from this bonus the enemy must be at one-third of their health.
