You can go with anything on Veigar support actually.
15 AP 9 armor 12 mr and 7.8 magic pen works but the best, and risky way
is to go Magic Pen Marks, Magic Pen glyphs, 4 armor 5 flat hp seals, 2 Ability power quints and 1 Magic pen Quints.

not much to say about this, 12-18-0 is the best, doesnt matter if you take double edged sword or expose weakness :)

You can go anything and still nuke people down so most of the time i go Banner of Command, ZZ'rot portal, Guardian Angel, Zeke's Harbringer, Mobility Boots and Ruby Sightstone :) build path doesnt really matter, if you accumulated enough passive stacks you can go GA 3rd item.

Pref Ignite and Flash, otherwise Exhaust if they have multiple threats like zed kennen etc.

Pros -
High damage
Basically a 2nd mid laner but you ward :)
Can do damage even when behind. You dont really need items just passive stacks :P
Fun to play.
E is a great zoning ability while sieging towers, if anyone steps into it they die.
Try to get to lv 2 first so you can atleast bait out their flash :)

Cons -
Squishy, can get killed quickly
You are oom pretty quickly if you spam your abilities
You can get cocky late game and thinking you can insta kill anyone, and die yourself (try not to frontline)

Works the best with adc's that have follow up -
Jhin
Ashe
Lucian
Caitlyn if she uses her brain to place a W under them ;)

Works ok with -
Jinx
Ezreal
Draven
Twitch (in lane sucks but late game ok)
Miss Fortune (pre 6 its meh but after 6 you can easily kill people)


Works the worst with -
Vayne
Sivir
Tristana
