+1 for the nice layout and setup. However I would recomend getting a DFG a bit earlyer as it makes your combo increadbly strong.

A number of issues I see with this guide.

1. You should run Flash + Ignite. It greatly aids your kill potential early game.
2. Your runes should supplement your early game, you have a lot of AP level runes which seems kind of unnecessary especially because of Veigar's infinite AP scaling.
3. Your build is ideal, but not practical. You build 3 major root items with Kage's, Catalyst, and Tear. Both tear and catalysts are hard to get in the game build, unless you're ryze. Furthermore, this delays your Rod of Ages pretty significantly.
4. A lot of grammatical errors. Not to offend you but I would guess english isn't your first language?

This guide has a good format and is neatly laid out, but some of the information needs clarification

you do not see the items and runes,i recommended the mana regen flat,i say that the build are variable,i say that void staff is a good item,but is useless if the enemys do not do magic resist,i say that deathfire grasp early is a good idea

Alright I agree you need Dark Matter much earlier in the game. I also suggest instead of the Meki Pendent + Health Potionx2, start with Boots + Health Potionx3 (you even said that Veigar is slow in the pro's and con's chapter, might as well invest in some speed early). I would suggest buying the flat mana regen seals instead of the ones per level. Typically, late game you will get every single blue and mana regen won't be a problem. Early game is when mana is usually a problem for Veigar. Your build is rather funky. As Veigar you can easily one shot enemy champions if you invest in a early Death Fire Grasp, now your build is really late game heavy. I would recommend skipping the Rod of Ages, Archangel's Staff, and Rylai's Crystal Sceptor, and not even buying them. It is most important for Veigar to get the DFG really early so the enemy has to play cautiously or they get one-shotted. I would then recommend going Death Cap then Void Staff for magic pen. I may only be showing criticism, but truth is the guide is detailed, and well-thought out. It also has the right concepts. Therefore, it'll be a +1 from me. Well... It's a lil' bad.. Im not gonna downvote. But here is my reasons.

1. Grammar :/
2. U get Deathfire Grasp far too late.
3. Get Dark Matter by lvl 7 instead.. It's good midgame.
4. Do NOT tell people that it's ok to get 2 AP per minute. You should motivate them to farm alot more, not just tell u do more. WHen you are lvl 5 (Baleful Strike lvl 3) u can cast it 10 times/min. U should get atleast 8 there. It's not so damn hard unless they zone you hard.

Aseafy,archangel is not core,and in my opinion the passive of archangel is good,the 2 passives,of the mana and ap,but the ap bonus is only good if you stack a lot the passive of mana,i'm go put a warning to archangel

nice start, I like seeing veigar builds, however there are so many errors.

You buy deathfire grasp waaay too late and you need it for your combo by at least level 13. You need it.
I think archangels is bad, but lots of people like running it. So ill go with the flow. Just buy it later, way later, you haven't given your tear time to charge. Also, rod of ages and archangels staff? All the mana is a waste of gold, you don't need to build mana just for archangels passive, its not worth it!

Deathfire grasp gives you plenty of mana regen, with runes and your passive. Stop wasting money.

Why do you get Dark Matter so late?
I think it is very useful WITH your stun, even early-game.
