Summoner Spells.
Flash Always flash. Always. Ignite I highly prefer ignite. Use it when you're in a battle and almost die. A typical Vel'Koz way of using it: When an enemy walks away to escape and has under the 40% HP, ignite him, use your Q, W and E if it can hit him and ult if necessary. Barrier When you know who your opponent is (Draft pick/ranked), choose barrier if you are against a counter.
Items
Rod of AgesAlways buy Rod of Ages. I know a lot of people think it isn't good, but it really is op. It gives you AP, health and mana. You can stay in lane longer than normal, you don't need potions and no lack of mana. The amount of mana you get from this item is more than enough and you don't have to buy mana regeneration.
Zhonya's HourglassGot enemies that have damage over time
or debuff skills? This is the perfect item to block the damage. And also for loading your skills. Rylai's Crystal ScepterVel'Koz doesn't really has an escape ability. Only a slow (Q) and a very short stun (E). Buy this item to escape. When enemies are chasing you, throw your Void Rift (W) on the path which leaves a trail that slows enemy. Void Rift (W) has a delay, so it will stay on the ground for a little while (instead of hitting and disappearing) which is a nice combo with the slow from this item. Now your Void Rift turned into a miniature Braum ult :D
