UNTIL FIRST ITEM
Try to place a ward on raptors at the 8 second mark. Always, but always when the First Strike cooldown ends, you have to use it to gain an advantage in HP and gold. Your main goal is to farm until the first item and beat the opponent, try to play safe - freeze as much as possible so that the opposing jungler doesn't kill you.
AFTER FIRT ITEM
After the first item, you can roam to other lanes and help your jungler. Try to be on your lane often and don't destroy the opponent's first tower. The lane you should go down most often is BOT. Farm as much as possible to get the rest of the items

Try to kill everyone, stay behind and just win. Do not come to close range

Viktor is scaling so even you're 0/4 you can still be strong. You have strong E so you can easily farm all waves on map and comeback to the match
If you're playin against fizz, sylas, ekko etc. try to swap with your top
To win lane you do not have to force gank from your jungler
