General Info

P.S. Expect to be targeted ALOT
Start with a Dorans ring (or you can take boots and health pots). I like to use Teleport
and Ignite
as summoner spells, because early game, Viktor is squishy, and runs out of mana and health in an instant. Teleport is very usefull early game, and also late game, for switching lanes quick for tower pushes or defending in the same maner. If you can rack up 1200 coins, i would recomment upgrading Death right away. Then, i would go with my sorcerers shoes, and if you can afford it, rabadons. If you cant seem to find the money for a rabadons, you can simply build the Rod of Ages first.
In general, harassing is easy with Viktor. The shield from your Q prevents any couter-harass, and you get some nice free and easy damage off. You can also poke with your e, wich has a ridiculous range if you know how to use it. Eventually, your e will be able to 1 hit a entire minion wave, transforming enemy minions into pure gold in an instant! WATCH OUT! Viktor's mana runs out really fast, because his cooldowns are not very long, and it is easy to harass. This is why i choose to take teleport, but you could simply take Clarity
.
If possible, initiate with your W for a slow, and luckily a stun. Then, your gonna want to hit your Q for your shield, use your power-house E, and then ulti. Simple, but very, very effective. Ganking is made very easy because of teleport. You can also use your E to engage from far away, when you want to suprise your enemy.
In team fights, your going to want to stay out of the main battle: dont take the damage, you wont live very long. Stay farther away, help you team with your W, and do MAJOR damage with your Q and mainly your E. For items, your going to want to finish your Rylais and then Void Staff (or Warmogs, depending on the situation). When pushing towers, always use your Q to kill the entire (or majority) of the enemy minion wave that arrives. This helps keep your minions alive and keep their focus on the tower and not the enemy minions. With any left over money simply buy elixirs.
Quints: I take flat A.P. quints for the early game advantage Greater Quintessence of Ability Power Marks: Magic Pen marks, obvious enouph. Greater Mark of Magic Penetration
Seal: Here, you can kinda put what you like, but i like to take flat armor. Greater Seal of Armor
Glyph: A.P./Level (no explanation needed) Greater Glyph of Scaling Ability Power
The masteries are focused on maximizing Viktor's damage output and laneing durability. Some subtle things can be changed, but i dont recommend changing much in the offense tree. 21/0/9
Seal: Here, you can kinda put what you like, but i like to take flat armor. Greater Seal of Armor
Glyph: A.P./Level (no explanation needed) Greater Glyph of Scaling Ability Power

Void Staff: A.P. and some magic pen. If your thinking about switching out an item, i strongly recomment this one.
P.S. In the build, you do NOT KEEP the Dorans ring, you sell it later on (obviousley). In the final build, imagine the Hextech core taking its spot.
ALTERNATIVE ITEM CHOICES: Zhonya's Hourglass Let's you stay alive much longer in team fights, good choice in general.
Morello's Evil Tome A.P., Mana regen and 15% CDR, also a very good choice.
Remember, choose the items that fit your playing style BEST, customize this guide to your advantage.

I like to have all of my abilities as soon as possible, so by level 3 I highly suggest you have a point in each. Then, take your ultimate Chaos Storm whenever it is available (Lvl 6-11-16), and max Death Ray first, Power Transfer second, and Gravity Field last. I would see no reason to change this order, because this build is made to maximize damage. only change the orders of Death ray and Power Transfer if you decide to take the Power upgrade instead of the Death upgrade.
Pros: Long Range: Every one of his spells has a range greater than 625.
Excellent Passive: He gains 54 AP for free at level 18, along with other buffs. 99 AP if he goes Augment: Death.
Moveable Ult: Yeah, he has an ult that deals damage and he can move it around at as he feels. Friggin awesome!
Voice: Best voice EVER in the game!
Cons: Low Scaling: Most AP champions have higher scalings, while his is at most .7.
Passive uses an Item Slot: Understandable, considering how good it is.
