Rushing Warmogs isn't bad. If you're a good Vladimir, and you're in mid lane (which you should be) then your going to get plenty of gold to allow you to get Mogs first, then a Needlessly Large rod. Your low CD and spell pen lets you do plenty of damage in that time, but the regen and health is invaluable. But your right in the sense that this isn't viable unless you already know how to play Vlad.

Even if you already know how to play him (he's pretty damn easy to play), it's still worse to go Warmog's first compared to Early Rylai's, etc. You're only playing a weaker Vlad if you're going Warmog's first.

Ok, for runes you need MPen... Only AP runes you should use are the Seals.. 9/21/0 would be better for vlad giving him more survivability and stay power in mid lane which is key. Plues one of the greatest items for a vlad isnt even shown here

Voted down until you give credit to SmartxAxBSH for your "barrowed" intro.

Wow, thanks for pointing this out. Yeah man, that's not cool. If your going to copypasta someone, at least give credit. Also, I didn't notice when I left my first comment that you didn't max out transfusion first, because I sort of thought that was a given.

Rushing Warmog's is bad, extremely late Rylai's is bad. Not maxing transfusion immediately is bad.

I put some SS of me when i play with him.I use this item and I always have an advantage if I Midle. My toughest opponent on the Midle is Malhazar. All other champion are low for Vladimir. It is important to be sure to have a tactic for every champion. Also, we all know that Vladimir has the perfect power for defensive game and ofanzive to.With little HP he can make a lot of things in the game and just then it is necessary to have good ability power and little coldown. With that rune he can kill wery fast and may also quickly filled with Hp who lost in combat.

Oops, I left a comment, then went to vote. Did't know that I had to do both at once.

This is a pretty good build. It's actually the one I usually use, so I was happily surprised when I saw it. I would tweak a couple of things though. First, always take mid when your Vladimir. His constant nuking at level 9 combined with his healing make him basically unbeatable in the long run. But to do this, you should take the 21 in defensive masteries instead of utility. Also, taking Ignite instead of Teleport lets you get a kill almost as soon as you get your ult up. The void staff should be conditional (obviously), Rylai's scepter is a better choice for that spot, and I usually get Lichbane after that if they're not stacking resist. Lastly, I think that you would benefit more from different runes. With Vlad, you're either going for max CDR, or you're not. That extra 10% CDR isn't going to make nearly as much game difference as say health Quints, or extra speed or Magic Pen Quints. (In my experience) If you have a team that knows how awesome Vlad is, then they should just let you grab the Blue Buff to make up for it late game.
