Vladimir is a Mage with good sustain that uses Blood for casting (so no mana,rage or energy) !! He is a mid-late champion with a good scaling in late game. You can play him MID or TOP, i prefer to play it TOP cause it suits my play style.
And let's be honest he's an awesome bloody vampire!

Marks - As a caster you will use Magic Penetration
Seals - Scaling Health are great, works nice with his passive Crimson Pact, but if you play vs AD (Riven, Fiora etc.) you should consider Armor
Glyphs - you can change if you want to AP/Level
Quints - if your vs AD (Riven, Fiora etc.) you can change 1 or 2 Quints in armor.

Pros

No mana use
Scales very good in late game
High sustain
Good pusher
Easy to master
Nice ultimate for teamfights
Vampires are awesome!!

Cons

Weak early
You don`t have CC
No mobility

You can change Rilay`s Cristal Scepter with Void staff if they have like a lot of Magic Resist so you can easily burst them with your Ulti+E+W in team fights and do a lot of damage.
You can change Lyandri`s Torment with Spirit Visage if they dont have so many tanks and they have lots of APs

FLASH AND TELEPORT Well Flash is a must cause it is OP mobility spell, and teleport it's very important especialy as a split pusher , you can push and someone has to defend but if your team is in trouble you can teleport there and turn the fight around:D or you can take Ignite and dominate lane.

Lane
You will find hard at lvl 1-5 to last hit because of that weird animation attack (or is it just me , or the skin i got) but after that you will just E+E clean :D try to use Q to last hit. If you have problems dont use it to harass them,i know it`s tempting :D

Jungle

If you push too much before the lane resets try to get Toad and WOlfs for extra cash and exp , you can try Scout from TOP river and go try gang MID but carefully if they have wards and your behind with farm you could get killed.

If you are far ahead you could go at his Golems and Wraths
