Ok so let me give you some tips just so you get better(I won't be arrogant but you have quite some things to learn about jungling and basics):
1. You can max your first skill at level 9, second one at level 13 and third one at level 18. You should put a point in your ultimate when you can meaning levels 6, 11 and 16.
2. You take two jungler items which is really, how can I say, not correct. First of all, uprading to

5. YOU HAVE WAY TOO MANY LUXURY ITEMS. What is a luxury item? Junglers are not that rich because they usually must let the laner take the kill in ganks and they can't farm lanes so therefore they are pretty poor. If you are poor you must take cheap but cost-effective items.
6. Your masteries are wrong, I recommend you remake them.
7. In the "Who Counters Xin Zhao?" section you talk about top lane counters but in the introduction you talk about jungle xin so I am pretty confused.
Overally your guide is medium to bad so I won't vote it until the points I bringed out will get a response.
Thanks for the feedback, I will fix everything up, and about the not know about maxing level 8, I was oblivious and didn't see about that one change to E instead...
Also about the jungler items, I like using Wriggle's lantern but I guess I could just get madred's. See how that works for me. (these are two options btw, I don't take both of them). But if need be I will take out wriggle's lantern, thanks. On the berskerker' greaves I can see why they wouldn't be of use on Xin now, but let me ask about
