If you have a tank (or two+) on your team you need to get some armour penetration. I think the Last whisper is the best for this as it gives you 20% armour pen AND an awesome +55 attack damage, So it's a WIN WIN with this item.

If you are wiping the floor with the enemy team, you WILL need to get this item. This item has 20 stacks, and each stack gives you 20 attack damage, when you get an assist, you get 1 stack, when you get a kill, you get 2. When you reach 20 stacks, you get +%15 cooldown reduction, which is AWWWEESOOOMMME!!
You will generaly get this item.

You only really need to get this item if the enemy team has lots of DPSs. This item will make you extremely hard to die, as it deflects %30 of all damage! It also gives
you a beastly +100 armour. Although, I only recommend getting this item under very rare cer***stances.
Early Game
What makes
Gangplank an excellent harraser is his
Parrrley (Read more in the 'Skills' section), early game, keep harrasing your enemy, making sure you keep him below half health.You should hit some high crits and still be able to sustain your health. Try to just stay in the lane for long periods of time, using your
Remove Scurvy. Try to last hit minions with
Parrrley, to get the extra gold, and make it difficult for your enemy to get last hits. I cannot stress, you should keep on harrassing, focus on killing those minions! But don't be afraid to grab first blood!
Level 6
Now is when you have to start looking at the minimap, as
Gangplank's ultimate,
Cannon Barrage, has no limit. Look for enemies on low health, or ones that are about to initiate or get away from a fight.
If an enemy is running away on low health, I tend to put
Cannon Barrage just a little bit infront of the him/her, but not more than your whole screen away. Not so that they have the time to plan another route around it. Your goal with your ultimate is to either kill them, OR divert them, and let your ally kill them, picking up assist, and some good XP! You can also use your ultimate to help yourself when you try to finaly jump the champion your harrassing. Use your ignite if you think they are going to get away.
Mid Game
You should have and infinity edge by now, and you should be hitting a hefty amount. You should now be able to initiate teamfights and get some kills, But remember, you are not a full blown tank, and you can't 1v5. By now you should be moving completly out of the laning phase.
Late game
By now you should be on your Warmogs armour, and once you get that. You are very powerful. You have +920 health, which is quite nice. But don't try and kill the whole team.
Try and have about 1 or 2 allies with you before you go to get some kills, as this means the enemy team doesn't completely focus you. As you get your sitiuational item, you will be extremely powerful!
Your enemies will cry GG as you one hit their Nexus.

Pros Very strong damager. Amazing survivability. One of the best harrasers in the game. His ult can hit anyone, anywhere. He can heal and remove bindings and slows. He can mid too because he is part range. |

Cons If your Remove Scury is on cooldown, and your binded/silenced/slowed by the enemy team, they always tend to jump you, and you can die. Your ult can sometimes just be stupid, and the cannonballs don't hit the enemy once. Early game quite squishy. Sometimes he is hard to play as. |
Do not rely on ignite to kill your enemies. I have been in more lanes than I can count where I have put my ignite on the champion, after they flash, and you tell your ranged ally to not attack, "I already got this kill, He's ignited". What happens more than %70 of the time is that the enemy gets away on 20 HP, shouting "HAHAHA noobs!", and your teammate gets your whole team to report you.
