laning pre lvl 3
Laning pre lvl 3 should not be a problem as you can abuse your passive auto attacks and your qs with aery. That should force the enemy out of their turret and make them respect your dmg.Make sure to use your q on the enemy minions when they walk up to cs as the aoe does great damage.
laning after lvl 3
Poke as much as you can and if vs melee always save your w to disengage from close up fights. The best way to beat these matchups is by harassing them every time they walk up to minions with your low cooldowns
