Lucian + Janna is dumb strong, per example. It depends what you're going for, there's that thing called Morgana that works with anything, and there's still some great sustain and poke lanes.Also idk why Tristana got bashed, she's still so stupid and safe. I keep w'ing for stupid last hits on champs because I know I can get out anyway. They should revert AS/Level changes + Q changes and just take her W resets and even then she'd still be stupid safe.

I think BC was rediscovered in Silver/Low Gold once the Morgana fever passed into Morgana Ban fever. Although I still see people picking him into morg, so I guess they're not used to a well timed

Not quite sure Xin Zhao should be tier 2.
It's hard for him in the current meta.
Top lanes have changed, as have mid lanes.
Either they have better CC, or they're mobile af. Which kinda hurts him, cuz he kinda needs to be in melee range to be of use.
With players of comparable skill, Xin won't outperform any of the top tier champs. Only with a certain skill difference can he prevail.
Also, good thing you didn't put Annie anywhere in toplane. She's not toplane material. :D

Xin duels well in the jungle, has a decent clear, and his ganks bring a lot of damage, not to mention all he needs is a little bit of cc on his laner to force a flash or even a kill.
I think Xin's greatest weakness is actually how he transitions to lategame (and thus like champs that transition poorly he needs to get stuff done early game). During lanephase he's a scary ganker.
