Because people who are living in the lower divisions (think Bronze and Silver) are seeing the likes of Leona, Thresh and Blitzcrank which are good playmakers.
But Karma is good nowadays! Her Inner Flame and Soulflare really hurts, her Renewal snare's duration is on par with Morgana's Dark Binding, her Inspire is a mix of Locket of the Iron Solari and Talisman of Ascension and Gathering Fire is now powerful because she can use Mantra now for dayz!

The Renewal snare duration is kind of a "win more" addition. The fact remains that the range of Focused Resolve is still pretty short and the tether is still incredibly easy to escape. If they wanted to give the ability an improvement they should have reduced the channel time or given it a minor slow when Mantra was used on it, the duration of the snare wasn't the issue. If you actually land a snare (a feat with all the dashes/mobility and such that champions have), the target is likely out of position and liable to die REGARDLESS of whether you used Mantra or not — unless they happen to be a tank — because of how short the tether range is. Both Soulflare and Defiance are better uses of Mantra in 90% of situations.
Regardless, Karma isn't particularly strong in this meta because she really does very little to tanks. That doesn't stop me from liking her/playing her, but it's the case.

Not really true, tank meta is still mostly alive. Aside from Ekko top being flat out broken on 5.11, you still see pretty much only tanks being played in jungle and top. The only thing that really has changed is that it isn't as flat out broken to pick 3+ tanks as it used to be, there is some counterplay. 5.12 may change that a little bit, but it's way to early to say that the tank meta is over already.

I think it isn't just regarding to Karma but in general people have no clue what their support is capable of.
